Mayor Lord called the Work Session to order at 5:00 p.m.

REVIEW OF ESTRELLA FALLS MARKET STUDY
City Manager Julie Karins introduced the item commenting that the Council had requested additional information regarding this site which was at one time planned to be a shopping mall. She turned it over to Judie A. Scalise of ESI Corporation and Jeffrey M. Denzak of Swaback Partners.
Ms. Scalise reviewed the assumptions for the year 2030 which included the population, number of households, employment, average household income and the occupied square feet of the retail trade area. They also looked at population, households, employment and occupied square feet in the 30 minutes commute labor shed. She added that the growth projections for population and households are more than double in the trade area.
Three scenarios were presented that provided information on mixed-uses based on how aggressive the development was in the area. Each scenario contained civic, public gathering and open space.
Mr. Denzak provided an analysis of the place making and design elements and spoke about the 11 key ingredients for a successful development.
Ms. Karins reminded Council that the city does not own the property, but these are conceptual visions that could potentially come to the property.
Council discussed the options with a preference for Scenarios 1 and 2 and leaning towards more owner-occupied residential units.
