CALL TO ORDER
Mayor Lord called the Work Session to order at 5:00 p.m.

POTENTIAL PROCESS CHANGES AND FEE REVISIONS
Planning Manager Katie Wilken and Development Services Director Christopher Baker presented information on several processes and requested Council's policy direction.  In regard to Special Use Permits, the options included 100 percent cost recovery, adopting a lower fee (subsidize), use permits approved by the Planning and Zoning Commission and potentially not requiring a use permit for drive-throughs.  

Council discussed the options including the increased time when items such as the use permits, needed approval by Council.

Council expressed support for setting the use permit fees to the average of what other cities were charging which was $1,170.

Council discussed drive-throughs and asked for information about what other cities do to have use permits.

Council asked that staff be flexible in the processing of use permits.

Council spoke about the queuing of vehicles waiting in drive-through lanes and the concerns with the impact to traffic in the area.

Staff continued the presentation regarding preliminary plats and the processes involved.  The options presented included adopting 100 percent cost recovery with the current process, adopt a lower fee (subsidize), adopt 100 percent cost recovery with Planning and Zoning Commission approval and 100 percent cost recovery with an administrative process.  The administrative process saved two months off the process and resulted in a fee 20 percent lower than the average city.

Council commented that the preliminary plat was the opportunity for Council to have input on the building process.  Ms. Wilken added that the rezoning was the Council's opportunity for input in the land planning and the platting was not the time for Council to make changes to what is developed.  City Attorney Roric Massey explained that the zoning was when you decide what goes where and the plats were where you would decide what the development would look like, although the majority of that would be established in the zoning.

Council discussed subsidizing the process and lowering the fees associated with the preliminary plats.

Mr. Baker summarized that the Council wanted the fee subsidized to $6,257 and the process would remain the same.

Ms. Wilken presented information on the Planned Area Development (PAD) rezones.  The options which included 100 percent cost recovery, adopting a lower fee (subsidize), and directing staff to process zoning text amendments to reduce the need for PAD zoning.

Council discussed the options and supported reducing the proposed PAD fee to $6,970, making changes to the zoning for building heights with a zoning text amendment, and eventually updating the process to allow for administrative approval rather than Council.

Economic Development Director Lori Gary responded to a Council inquiry about the impacts on Economic Development advising that it could have some indirect impact, but overall, the City had not seen any significant resistance to the current fees and processes.

Mr. Baker summarized that Council's direction was to set the lower fee and to change the standards to reduce the number of PADs.

Council expressed that they were excited to use the new 3-Minute Car Wash and that car washes were currently free.
