CALL TO ORDER
Vice Mayor Hampton called the Work Session to order at 5:00 p.m.

DRAFT COMMUNITY AND NEIGHBORHOOD SERVICES MASTER PLAN - PHASE I: HUMAN SERVICES
Assistant to the City Manager Jenna Goad introduced Grants & Neighborhood Services Supervisor Christina Panaitescu and Consultant Martina Kuehl, with Kuehl Enterprises, LLC, and provided an overview of the Human Services Plan development.

Ms. Kuehl discussed how the Community and Neighborhoods Services Master Plan is directly related to the City of Goodyear’s Strategic Plan for FY2022-2024.  She explained that it embraces the six core values of the strategic plan and has as its core concept Human Dignity or the notion that everyone is deserving of equal respect.  She further explained that the plan also includes a vision for a thriving community where residents have opportunities to be self-sufficient and prosperous.

Ms. Kuehl reviewed the three-part process used in the development of the Human Services Plan that included engaging with focus groups, stakeholder interviews and roundtables with key groups.  She stated that the engagement validated the vulnerable populations that needed to be served and identified the priority services that are needed such as food, clothing, and shelter.  Ms. Kuehl discussed the conversations with focus group participants and stakeholders and relayed that the major consensus between the two groups was the need to help the two groups connect with each other.

Ms. Kuehl reviewed the Goodyear 2010-2019 demographic trends and what services are needed today and where will the city be five years from now.  She also reviewed the median and average earnings in Goodyear and the region as well as the earnings needed to meet basic needs.

Ms. Kuehl discussed the action plan with the core of the plan being the delivery system.  She reviewed the recommended foundation activities involved in the delivery system.  Ms. Kuehl added that a Human Services Commission should be created for transparency, to assist with solicitations or projects and to provide recommendations to the Council.

Council recommended that training for financial planning or life skills be provided to help individuals move forward.

Council also commented on the information provided regarding the plan and offered suggestions on how to move forward.


Ms. Kuehl discussed the priority services including basic needs for food, clothing, shelter and personal safety, mental health, sustainable income and transportation. 

Ms. Goad discussed the next steps that included incorporating the Council’s feedback in the draft plan and having a hybrid town hall meeting on December 1, 2021 to make sure the plan still addresses the community needs that came up during the development of the plan. The plan would then be brought back to Council for adoption consideration on December 13, 2021.
