Approve draft minutes of the Parks and Recreation Advisory Commission meeting held on April 27, 2021.
MOTION BY Commissioner Gerald Wilson, SECONDED BY Commissioner Sharolyn Hohman to APPROVE draft minutes of the Parks and Recreation Advisory Commission meeting held on April 27, 2021. The motion carried by the following vote.

City Clerk, Darcie McCracken, administered the Oath of Office to Commissioner Ted Ingalls and Alternate John Cox. They were both introduced and welcomed to the Parks and Recreation Advisory Commission.
-Nominate and Vote to Appoint Commissioners to Programs & Planning and Advocacy Subcommittees
Deputy Director, David Seid, opened discussion on the subcommittees' status.
-The Programs & Planning Subcommittee was on hold because there were not enough commissioners to serve.
-The Advocacy Subcommittee chairman resigned, but the subcommittee can continue to meet, and appoint a new chairman.
-Seid asked the commissioners if any of them would like to be nominated to serve on the subcommittees.
-Chairman Kiesha Beard stated she is not able to serve on the subcommittees at this time.
-Commissioner Ted Ingalls and Alternate John Cox opted to wait before committing to serve on a subcommittee.
-Commissioner Gerald Wilson stated he would like to serve on the Programs & Planning Subcommittee.

-Motion to Approve Philosophy
Deputy Director, David Seid, gave a PowerPoint presentation on the Shared Mobility Device Program.
-Seid explained what are Micro-mobility devices, also known as e-scooters, as a shared-use device for transportation.
-Seid stated the city is preparing for the implementation, and is positioned to accept vendor solicitation, businesses with restrictions.
-Seid stated the Parks and Recreation Department supports the mobility devices as a way to enhance visitation to the parks and serve the public.
-Seid reviewed the city-established safety parameters.
-Seid opened the topic up for discussion and asked commissioners for feedback and general support.
-Seid stated that he intends to report updates as the program moves forward.
-Seid stated he will present more information at the next Parks and Recreation Advisory Commission meeting.
Feedback from commissioners:
-Chairman Kiesha Beard stated she would like more information and to see data.
-Commissioner Sharolyn Hofman stated her perspective at this time, there is not enough information.
-Commissioner Ted Ingalls stated he would like more information on the roll-out of the program, how to effectively communicate the program to the residents. Also, would like more information on the safety and potential liability issues.

Failed
Festival and Events Coordinator, Brenna Hosey, gave a PowerPoint presentation on the upcoming 2021 Fall and Winter events and provided handouts of the presentation.
Hosey is excited to say the events are back in person and with the Goodyear Recreation Campus (GRC) open, many of the events will be held at the new location. Another great perk is that all the events are FREE.
-September-October:
-Fall Campus Concerts, Sept. 18th & Oct. 2nd, at GRC
-Ballet Under the Stars, Oct. 1st, at Estrella Lakeside
-Fall Festival, Oct. 30th, at Ballpark
November – December:
-Chalk Art in the Park, Nov. 6th, at Goodyear Community Park
-Veterans Day Tribute, Nov. 11th, at GRC
-Goodyear’s 75th Anniversary Festival, Nov. 19th, at Goodyear Civic Square
-Goodyear Glows – Santa Tours, Nov. 30 – Dec. 3rd, at Goodyear Neighborhoods
-Goodyear Glows – Tree Lighting Event, Dec. 4th, at GRC
Deputy Director, David Seid, gave Parks and Recreation Department updates.
-Seid stated that the Summer Recreation program ended with over 300 kids that participated.
-Fourth of July at the Ballpark had a good turnout and the event was a success.
-Goodyear Recreation Campus kicked off with a grand opening, and it was a huge turnout.
-The first two weeks were free to Goodyear residents and many residents took advantage and went to check out the new facility.
-There is an overall excitement from the Goodyear residents about the new campus.
