PUBLIC COMMENTS

Before you begin to speak, identify yourself by clearly stating for the record, your name and address. This is the time for citizens who would like to address the Board on any non-agenda item within the jurisdiction of the Board. The Board will listen to comments, and may take any one of the following:
  • Respond to criticism.
  • Request that staff investigate and report on the matter.
  • Request that the matter be scheduled on a future agenda.
Mr. Ron Wilks who lives in Estrella Mountain Ranch, was in attendance. He wanted to experience a Parks and Recreation Advisory Commission meeting. Mr. Wilks is interested in becoming a commissioner and submitted his application for the alternate vacancy.

1.
APPROVAL OF MINUTES

Approve draft minutes from the Parks and Recreation Advisory Commission held on August 3, 2021.
 

MOTION BY Commissioner Sharolyn Hohman, SECONDED BY Commissioner Kim Harris to APPROVE draft minutes of the Parks and Recreation Advisory Commission meeting held on August 3, 2021. The motion carried by the following vote:

2.
Administer Oath of Office to Newly Appointed Commissioner John Cox (Darcie McCracken, City Clerk)

City Clerk, Darcie McCracken, administered the Oath of Office to Commissioner John Cox.
-Commissioner Cox moved up from the alternate commissioner position, filling Commissioner Jeremy Saw
yer's vacancy.
 
3.
Nominate and Approve Parks and Recreation Advisory Commission Chairman and Vice Chairman for 2022 (Kiesha Beard, Chairman)

Chairman Beard led discussion to nominate and approve a chair and vice chair for 2022. The commissioners engaged in discussion and nominated Commissioner Wilson for the chair and Commissioner Hohman for vice chair.
 

MOTION BY Chairman Kiesha Beard, SECONDED BY Commissioner Kim Harris to NOMINATE and APPROVE Commissioner Wilson to serve as the Parks and Recreation Advisory Commission Chair for 2022. The motion carried by the following vote:

4.
Review and Approve the Parks and Recreation Advisory Commission 2022 Meeting Calendar (Kiesha Beard, Chairman)

Chairman Beard led discussion on the 2022 Parks and Recreation Advisory Commission meeting calendar. The commissioners all agreed to change the meeting day to Wednesday instead of Tuesday. Meetings will continue to be held at 5:30 p.m., the second Wednesday of the month starting in February. The meetings will be scheduled to meet at the Goodyear Recreation Campus (GRC). The meeting calendar will be revised and sent out to all commissioners.
 

MOTION BY Commissioner Gerald Wilson, SECONDED BY Commissioner Ted Ingalls to APPROVE the Parks and Recreation Advisory Commission 2022 meeting calendar. The motion carried by the following vote:

5.
Parks and Recreation Advisory Commission Bylaws Updates (David Seid, Parks & Recreation Deputy Director)
-Attendance Policy
-Communication Expectations


Parks and Recreation Deputy Director David Seid led discussion on the bylaws updates and highlighted the main recommended revisions. Seid noted that the bylaws will be on next Parks and Recreation Advisory Commission meeting agenda as an action item for approval:

Attendance: Members are expected to attend all regularly scheduled meetings. If a member is not able to attend a meeting, they must let the staff liaison assigned to the commission know as soon as possible, to determine if a quorum is met. A member will be removed for nonattendance at three consecutive meetings or 50 percent of the meetings in a calendar year.

Election of Officers: The Commission shall elect a Chair and Vice Chair by majority vote at the last commission meeting of the year. The newly elected officers will serve a one-year term for the upcoming year.

Vacancies: Vacancy on the Commission shall be deemed to have occurred upon the following:
-Death or resignation from the Commission.
-No longer a Goodyear resident, unless the City Council has provided that such member may be a non-resident.
-Three consecutive absences or 50 percent of the meetings in a calendar year.

-The commissioners supported the recommended updates to the bylaws.
-Commissioner Cox asked if the alternate commissioner roles could be included in the bylaws. The commissioners agreed that would be useful information.
-Seid reiterated that the bylaws are in draft form, and any further suggestions are welcome. The revisions will be made and sent out to the commissioners.
-The approval of the bylaws will be on the agenda at the next Parks and Recreation Advisory Commission meeting.
 
6.
Approve Micro-Mobility use in Parks Philosophy (David Seid, Parks & Recreation Deputy Director)

Deputy Director David Seid led discussion on the use of micro-mobility devices in the parks’ philosophy.
-Seid gave an overview on the uses of the e-scooters in Goodyear and provided more clarity on the micro-mobility program in the city of Goodyear.
-Seid reiterated that the e-scooters are not allowed for use in the parks.
-After discussion a vote was taken to approve micro-mobility use in the parks’ philosophy.
 

MOTION BY Commissioner John Cox, SECONDED BY Commissioner Ted Ingalls to APPROVE the Micro-Mobility use in the Parks Philosophy. The motion carried by the following vote:

7.
Master Plan Updates: Bullard Wash & Parks Department Master Plans (Diana Vasquez, Parks & Recreation Project Manager)

Project Manager Diana Vasquez gave a presentation on the Parks and Recreation Master Plan.
-Vasquez stated that the master plan was last updated in 2014, in which the Goodyear Recreation Campus was included.
-2022 master plan will be updating the system-wide master plan.
-Updates to the existing plan.
-A comprehensive analysis of each existing park as well as identify any improvement recommendations complete with probable cost estimates.
-Bullard Wash Bicycle & Pedestrian master plan will be aligned with master plan.
-Components of planning will include, identifying goals of master plan; identifying timeline of events; engaging the community.
-Master plan is the basis, road map for the next 10 years.
-Parks & Recreation Commissioners will be engaged in the planning efforts and throughout the process leading up to Council adoption.
-Completion timeframe of December, 2022.
 
8.
Parks and Recreation Department Updates (David Seid, Parks & Recreation Deputy Director)
-Goodyear Recreation Campus
-Civic Square
-Special Events

Deputy Director David Seid gave Parks and Recreation updates:
-Goodyear Recreation Campus has been open since July, and the pool uses have shifted from busy summer activities to winter.
-Goodyear Glows event was a success with a huge turnout.
-Civic Square, 75th Anniversary celebration was a success and the Civic Square will be completed and open in July, 2022.
 
INFORMATION ITEMS
Comments, Commendations, Report on Current Events and Presentations by Board, Commission or Committee Members, staff or members of the public. The members may not propose, discuss, deliberate or take any legal action on the information presented pursuant to A.R.S. § 38-431.02.

-Gave recognition to Chair Beard for serving as chair for 2021.
-Citizen Ron Wilkes commented about e-scooter safety policies, mandating age requirements.
-Citizen Ron Wilkes commented about phase II being part of the master plan.
-Contact information sheets were given to commissioners to provide updates.
 
NEXT MEETING

The next meeting is scheduled for February 9, 2022, 5:30 p.m., at the Goodyear Recreation Campus.
 
ADJOURNMENT
There being no further business to discuss, Chairman Beard adjourned the meeting at 6:58 p.m.
