CALL TO ORDER
Mayor Pizzillo called the Work Session to order at 5:00 p.m.

MICROTRANSIT PILOT PROGRAM
Project Management Coordinator Christine McMurdy presented a microtransit pilot program.  Ms. McMurdy spoke about the different studies that were conducted, such as the Citizen Satisfaction Survey, the Human Services Master Plan and the Avondale/Goodyear Transit Study and relayed that the need for efficient and effective transit service was a common thread among the studies.  Ms. McMurdy reviewed the current regional transit services offered in Goodyear such as a park and ride, ride choice service, and dial-a-ride. 

Ms. McMurdy spoke about the Proposition 400 half-cent sales tax for transportation expiring in 2025.  She added that the Maricopa Association of Governments Regional Council approved a long-term vision for transportation planning in the region to renew and extend Proposition 400, which would include a performance-based transit system.  She also commented that the extension of this tax, with the approval of the State Legislature, will be proposed to Maricopa County voters in November 2022.

Ms. McMurdy explained that microtransit is an application (app) enabled, private, multi-passenger service that serves passengers using dynamically generated routes that may expect passengers to make their way to and from common pick-up and drop-off points.  Flexible services like microtransit offer a solution for sparser, underserved areas where fixed route service may not be realistic. She reviewed the pillars of microtransit which included coverage, convenience and cost.

Ms. McMurdy expressed that this was a strongly recommended practice among peers and that customer education is key in getting people to try the service.  She reviewed the timeline for implementation along with a joint request for proposals (RFP) with the City of Avondale. She explained that cooperating with the City of Avondale on the RFP could achieve economies of scale by partnering on the service provider selection.  She further explained that by working together, fixed costs would be shared.  She added that the microtransit pilot program has an expected implementation of July 2022.

Council expressed their support of the pilot program adding that it was innovative, a great solution and looking forward to seeing the result.

Council asked if anyone had access to this service.  Ms. McMurdy replied that a person does not have to be a resident of Goodyear to access the service; all a person needs is to download the app.
