GENERAL FUND FY2022 AND FY2023 STATUS AND FIVE-YEAR FORECAST AND CITYWIDE FINANCIAL POLICIES
Finance Manager Budget and Research Ryan Bittle reviewed the initial budget estimates for FY2022 and FY2023 as well as the Five-Year General Fund forecast. Mr. Bittle expressed that the city has a strong revenue growth, but it was offset by inflation and an increase in costs. He added that, nonetheless, it was a good position for the city to be in.
Finance Director Doug Sandstrom discussed the city’s financial policies and relayed that everything that is provided in the revenue forecast is driven by the financial policies.
Council expressed their appreciation for the presentation.

GOODYEAR ARTS & CULTURE CELEBRATES BLACK HISTORY MONTH
Arts and Culture Administrator Guylene Ozlanski discussed the plans that the Goodyear Arts and Culture Commission has for celebrating Black History Month. Ms. Ozlanski relayed that the plans include partnering with local artists and Arts organizations for events at the Goodyear Year Branch Library and the Goodyear Recreation Campus.
Council thanked Ms. Ozlanski for her work on the celebration and expressed their excitement for the upcoming events.

ADOPTION OF THE PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM FY2023 PENSION FUNDING POLICY
Council requested a presentation on this item.
Finance Director Doug Sandstrom spoke about the adoption of the Public Safety Personnel Retirement System (PSPRS) FY2023 Pension Funding policy. Mr. Sandstrom explained that in FY2021 the city paid a $24 million prepayment to buy down unfunded liabilities. He added that in FY2023 the impact of that buy down will be felt, dropping the rates down to the low 20s. He further added that it translates into a $2 million a year operational savings.

Council requested information about providing affordable housing in Goodyear. City Manager Julie Karins replied that a Work Session on March 21 was scheduled to discuss housing in Goodyear and the region.
Council inquired if the city should adopt an ordinance related to short-term rentals. Ms. Karins replied that a Work Session on February 28 was scheduled to discuss short-term rentals.
Ms. Karins provided the details about the Heart & Sole Event on February 5, 2022, relaying that there was 600 participants and 1,500 attendees celebrating Heart Health month.

Pursuant to A.R.S. §38-431.03 (A)(1): Discussion of personnel matters related to the City Councilmember recruitment.
City Attorney Roric Massey explained the process for calling an executive session and the discussion of personnel matters relating to the City Councilmember recruitment. Mr. Massey relayed that applicant Chad Dodd requested his application to be reviewed by the Council in open session.
