Mayor Pizzillo called the meeting to order at 5:00 p.m.

CITY MANAGER’S RECOMMENDED FY2023 ANNUAL BUDGET AND FY2023-2027 CAPITAL IMPROVEMENT PLAN
Finance Manager Budget and Research Ryan Bittle presented the FY2023 City Manager’s Recommended budget focusing on department budgets and the five-year FY2023-2027 Capital Improvement Program (CIP). Mr. Bittle reviewed the guiding principles used during the budget process to determine the funding of supplementals.
Mr. Bittle explained that there was a total of $18,605,600 of additional supplemental requests and provided an explanation of each department’s key supplemental requests.
Council asked questions and discussed the various supplemental requests that were funded, as well as, the requests that were not funded. Council asked for the 3 Battalion Chiefs and 3 Captains to be fully funded as well as a street sweeper.

Mayor Pizzillo reconvened the Work Session at 7:36 p.m.
Mr. Bittle provided a CIP overview explaining that, per the city’s policies, the CIP is five-year fully funded and deliverable, and it includes projects that are $100,000 or greater. He also reviewed the process that a CIP project goes through to get approval for funding. Mr. Bittle relayed that the five-year CIP totaled $502 million for 193 projects. Mr. Bittle reviewed the details of existing CIP project changes. He also reviewed the new CIP project costs under the different project groups of: asset management, enterprise funds, transportation projects and all others.
Council had several inquiries regarding transportation projects where City Traffic Engineer Hugh Bigalk provided responses and details related to those inquiries.
Council thanked Mr. Bittle and staff for their work on the presentation.
