CALL TO ORDER
Mayor Pizzillo called the Regular Meeting to order at 6:00 p.m.

1.
RECOGNIZING THE CITY OF GOODYEAR FOR HIGHEST LEVEL OF WORKPLACE SAFETY AND HEALTH EXCELLENCE
 
Tim Fisher, Continuous Improvement Manager introduced the item.  Willy Elizondo, Risk & Safety Coordinator gave background on how the departments became interested in becoming Voluntary Protection Program Star Sites (VPP).  Jessie Atencio, Arizona Department of Occupational Safety and Health Director,  presented plaques to the Public Works and Parks and Recreation Departments.  He commented that less than 1% of all work places are able to achieve this high rating.  

Council commented that this was a huge accomplishment and exhibited that we have the best employees.

APPROVAL OF MINUTES

RECOMMEND APPROVAL OF A NEW SERIES 12 (RESTAURANT) LIQUOR LICENSE FOR OCHO RIOS JERK SPOT
 
Recommendation
Recommend approval to the Arizona Department of Liquor Licenses and Control (DLLC) of Application No. 184099, a request by Teressa Miller, agent for Ocho Rios Jerk Spot, for a New Series 12 liquor license. Ocho Rios Jerk Spot is located at 13291 W. McDowell Rd., Goodyear, Arizona 85338, generally located on the Southwest corner of Dysart and McDowell Road. (Darcie McCracken, City Clerk)

REMOVE A MEMBER FROM THE PARKS AND RECREATION ADVISORY COMMISSION
 
Recommendation
Remove Annie Roberts from the Parks and Recreation Advisory Committee. (Darcie McCracken, City Clerk)
 
 
5.
SMART CITY MASTER PLAN
 
Recommendation
Approve the Goodyear Smart City Master Plan. (Justin Fair, Chief Information Officer)
 
6.
APPROVE AN INTERGOVERNMENTAL AGREEMENT (IGA) WITH MARICOPA COUNTY FOR THE EXCHANGE OF ROADWAY MAINTENANCE SERVICES
 
Recommendation
ADOPT RESOLUTION NO. 2022-2250 APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH MARICOPA COUNTY FOR THE EXCHANGE OF ROADWAY SERVICES, PROVIDING AUTHORIZATION, DIRECTION, AND AN EFFECTIVE DATE. (Hugh Bigalk, P.E., City Traffic Engineer) 
 
7.
APPROVE A BULK WATER AGREEMENT BETWEEN LIBERTY UTILITIES (LITCHFIELD PARK WATER & SEWER) CORP. (LIBERTY) AND THE CITY OF GOODYEAR
 
Recommendation
Approve the Bulk Water Agreement between Liberty and the city of Goodyear. (Barbara Chappell, Deputy Public Works Director)
 
8.
APPROVE A BUDGETED EXPENDITURE UP TO $750,000 TO COMPLETE SAFETY REPAIRS AT GOODYEAR BALLPARK (PROJECT #50033)
 
Recommendation
Approve the expenditure of funds up to the budgeted amount of $750,000 for safety repairs at Goodyear Ballpark. (Bruce Kessman, Deputy Director Parks and Recreation)
 
9.
PUEBLO VERDE STORAGE DEVELOPMENT - WALL EASEMENT AGREEMENT
 
Recommendation
Approve and provide direction to the City Manager to enter into the City of Goodyear and Goodyear Sarival SS, LLC Building B East Wall Easement Agreement. (Linda Beals, Real Estate Coordinator)
 
 
10.
EXPENDITURE APPROVAL FOR FUEL FOR CITY VEHICLES AND RELATED BUDGET TRANSFER
 
Recommendation
Approve the expenditure of an additional $235,000 for a total expenditure authority of $1,126,100 for FY2022 and approve the transfer of $235,000 from unassigned fund balance to pay for fuel through the end of the fiscal year. (Kevin Devery, Fleet Superintendent)
 
11.
PROPOSALS TO TOHONO O'ODHAM NATION FOR ARIZONA REVISED STATUTE 5-601-02 12% GAMING DISTRIBUTION FUNDS
 
Recommendation
ADOPT RESOLUTION NO. 2022-2252 AUTHORIZING THE SUBMISSION OF THREE APPLICATIONS FOR STATE SHARED REVENUE GRANT PROGRAM REQUESTING ECONOMIC DEVELOPMENT, HEALTH CARE, AND PUBLIC SAFETY FUNDS TO THE TOHONO O'ODHAM NATION, AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS RELATING TO SAID APPLICATIONS, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT (IF GRANT FUNDS ARE AWARDED), AND AUTHORIZING THE CITY MANAGER TO APPROVE THE REQUIRED BUDGET TRANSFER (IF GRANT FUNDS ARE AWARDED). ACCEPT THE DEDICATION OF TWO QUIT CLAIM DEEDS FOR A PORTION OF CAMELBACK ROAD ADJACENT TO THE ALLEN RANCHES DEVELOPMENT
 
Recommendation
Accept the dedication Quit Claim Deeds for a portion of Camelback Road from VPTM Allen Ranches LB LLC, a Delaware limited liability company and Taylor Morrison/Arizona, Inc., an Arizona corporation. (Linda Beals, Real Estate Coordinator)

TERMINATION OF EASEMENTS ASSOCIATED WITH ABANDONED CITY WELL SITE #4.
 
Recommendation
Approve the Termination of Easements associated with the abandoned City Well Site #4. (Linda Beals, Real Estate Coordinator)
 
PUBLIC HEARINGS

PUBLIC HEARING ON PROPOSED PROPERTY TAX LEVY FOR FY2023 (TRUTH-IN-TAXATION HEARING) AND ON PROPOSED FINAL BUDGET ADOPTION FOR FY2023 AND APPROVAL OF TRUTH IN TAXATION INCREASE BY ROLL CALL VOTE

Mayor Pizzillo opened the public hearing at 6:11 p.m.

Ryan Bittle, Finance Manager, reviewed the budget process for the FY2023 budget.  He presented an overview of the budget highlighting that our resources are estimated at $731.1 million with the operating revenue at $387.1 million. He reviewed the expenditures of $650.4 million.  

Mr. Bittle spoke about the Truth in Taxation and where the tax dollars go with Education getting 59% of the property taxes, Special Districts 17%, the city of Goodyear at 13% and Maricopa County at 11%.  He added that the State Constitution limited the annual levy increase to no more that 2% of the assessed valuation of property.  He continued that the amount would be increasing by $233,835 and reviewed the rates per $100 of assessed valuation based on a Median Assessed Value for a Single Family Home in Goodyear of $209,894 would then have a property tax of $364.18 for Goodyear property tax.

Mr. Bittle reviewed the posting and publishing requirements for the truth in taxation statutes.

There being no speakers, Mayor Pizzillo closed the public hearing at 6:19 p.m.

Council inquired about why it appears that Goodyear is doing a tax increase.  Mr. Bittle commented that it is strictly based on the valuation of homes.  Council reiterated that Goodyear was not raising property taxes, that it is based instead on the value of homes in Goodyear.

Council commented that in light of the increased values and increased revenues, that Council should consider other places to help the taxpayer.
 

MOTION BY Councilmember Sheri Lauritano, SECONDED BY Vice Mayor Brannon Hampton to APPROVE the Truth-in-Taxation increase of $233,835 for FY2023. The motion carried as follows:
