APPROVE MINUTES FROM ARTS AND CULTURE COMMISSION MEETING ON MARCH 8, 2022
MOTION BY Commissioner Holly McKenzie, SECONDED BY Commissioner Lisa Paulos to approve the draft minutes of the Arts & Culture Commission meeting held on March 8, 2022.

CHAIRMAN REMARKS (Frances Fee, Chairman)
Chairman Fee had no remarks. She moved the Parks and Recreation Master Plan discussion to the first item.
3.
EVENTS AND FESTIVALS SPRING EVENT WRAP UP AND LOOK AHEAD (Holly McKenzie, Commissioner)
Commissioner McKenzie gave a brief overview of the spring events including the Horatio Band performance at GRC and the Lakeside Musicfest. The Horatio band played on St. Patrick's Day which seemed to have a negative impact on event attendance. Although the Lakeside Musicfest was extremely windy it was reportedly well attended with over 8,000 people. The fireworks were well timed and assisted in keeping patrons at the event for longer. Next year the number of food trucks will need to double and the final act should be a "cover's band." Commissioner McKenzie reviewed tentative dates for upcoming events including: Ballet Under the Stars September 11, Goodyear Rocks September 24, Chalk Art in the Park March 25, Veterans Day Event and Dicken's on the Square on December 17.

JUNETEENTH CELEBRATION UPDATE (Kelsi Kiper, Coordinator)
Coordinator Kiper explained the upcoming Juneteenth event and the community committee members that were engaged to organize the celebration for the City of Goodyear. It will be held on June 19, 2022, at the Goodyear Recreation Campus form 6p.m.-9p.m. As Father's Day falls on the 19th the focus of the event will be a family day. There will be food trucks, music including the African American National Anthem and local drum line, Story Tellers, African Heritage and why it is important, Folklore from Ghana, Poetry on Demand, Juneteenth celebrations from around the nation, vendors and live art. They will be giving out a commemorative credit card too.
5.
PARKS AND RECREATION MASTER PLAN DISCUSSION (Diana Vasquez, Project Manager)
Manager Vasquez explained to the commission the process the city was going to use to establish the Parks and Recreation master plan for the future. She introduced Sean Wozney from Kimley Horn who facilitated the discussion regarding the new master plan. The commissioners shared their thoughts and ideas including: clubs for kids, indoor space when it is hot, community theater, continuous bike lanes, accessible multigenerational trails, dedicated performing arts center, full size ball fields, indoor art classroom space, food truck nights, pickleball, programming neighborhood parks, corn hole, axe throwing, Tai Chi, and dance classes. Director Torres thanked the commissioners for their input and he appreciated how engaged the group was.

COMMUNITY COLLABORATIVE MURAL AT FIRE STATION 183 UPDATE (Kelsi Kiper, Coordinator)
Coordinator Kiper gave a brief update on the community mural at Fire Station 183. On Sat. May 21, 2022, from 8a.m.-3p.m. the Fire Station will be hosting an open house. The community has been invited to collaborate with the artist and paint the mural drawing during the open house.
7.
BALLPARK GATEWAY DEVELOPMENT UPDATE (Guylene Ozlanski, Administrator)
Administrator Ozlanski explained that the new housing developments in the areas surrounding the ballpark is called Ballpark Gateway. The private sector builders have committed to incorporating the ballpark gateway logo as public art into each of their monument signs.
8.
GOODYEAR CIVIC SQUARE PROGRAMS, EVENTS AND PUBLIC ART DISCUSSION (Guylene Ozlanski, Administrator)
With the opening of the new Civic Square approaching Ozlanski solicited programing feedback from the commissioners. The idea of "square dancing" was broadened to include any kind of dance done at the Civic Square. Yoga and movie nights were also mentioned as possible programming ideas for the park at Civic Square. The Civic Square ribbon cutting will take place August 1, 2022, from 7a.m.-9a.m. On Saturday, August 6, 2022, the library will host a community celebration.
9.
GALLERY 37 PROJECT DISCUSSION (Guylene Ozlanski, Administrator)
Administrator Ozlanski explained that the West Valley Arts Council's Gallery 37 is a summer work study program for youth in the west valley who are interested in art. The youth work with a master artist and receive four credit hours. This year their client is the City of Goodyear Trail System. The public art will be in the form of Urban Cairns marking the trail heads.
10.
COMMISSION BY LAWS AND EX-OFFICIO DISCUSSION (Guylene Ozlanski, Administrator)
Administrator Ozlanski informed the commission that Ex-Officio Sandra Bassett was no longer with the West Valley Arts Council and therefore would no longer serve as Ex-Officio for the Arts & Culture Commission. The commission bylaws included having one business owner on the commission. Ozlanski encouraged the commissioners to give the position some thought and they would revisit during the next meeting.
11.
COMMUNICATIONS UPDATE (Lisa Paulos, Commissioner)
Commissioner Paulos updated the commission that social media was a little slow currently. They are in the process of identifying an individual to do a live social media takeover on Juneteenth.
