CALL TO ORDER
Mayor Pizzillo called the Work Session to order at 5:11 p.m.

FY2023 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
Grants and Neighborhood Services Supervisor Christina Panaitescu presented the FY2023 Community Development Block Grant (CDBG) funding.  Ms. Panaitescu began the discussion by providing an update on the FY2022 Funded Activities and reviewing the details of the Five-Year Consolidated Plan.  She explained that the City received $429,038 in entitlement funds to spend in FY2022 and since the City did not have an updated FY2023 grant amount from HUD, the City will use the previous year's allocation amount for planning purposes.

Ms. Panaitescu reviewed the allocation constraints and stated that staff recommends continuing to focus on capital community improvement projects rather than public services or other lower priority activities.  She shared that a public meeting was held on January 19, where 10 attendees offered suggestions on how Goodyear could use the CDBG funds.  Some of the eligible activities suggested included: senior center, single location for multiple foods banks to operate, re-entry center for people recently released from incarceration, job training center, child care vouchers, first-time homebuyer program, and vocational programs. 

Ms. Panaitescu provided the details of the actionable projects eligible for CDBG entitlement funds.  The projects to be considered for funding included the New Life Center childcare center renovations, Loma Linda wading pool conversion and an ambulance for Fire Station 187 in Mobile.  She added that staff’s recommendation is to obligate 80 percent of FY2023 CDBG allocation to fund one of the eligible projects.

Discussion ensued regarding how the funds should be allocated.

Council expressed that all three projects are very worthy, however, the New Life Center should be selected due to it being an important community-based asset.
 
2.
SHORT-TERM RENTALS
City Manager Julie Karins presented a discussion on Short-Term Rentals, their prevalence in Goodyear, impacts to the community, and options to address those impacts.  Ms. Karins provided the definition of short-term rentals stating that they are considered residential dwellings that are rented out by the property owner for 29 days or less and are advertised on online platforms like VRBO or Airbnb.  She reviewed the impacts in Goodyear sharing that a recent search for a home in Goodyear on the Airbnb website returned more than 300 results for the surrounding area.  She added that big events like the Superbowl, NASCAR, and spring training would increase those numbers.

Ms. Karins shared the concerns with short-term rentals and the legislative actions taken to deal with these types of rentals.  She went on to discuss the proposed staff recommendations to be considered for short-term rental regulation in Goodyear.  The recommendations included adopting an ordinance requiring registration that would include name, contact information, and the Arizona Transaction Privilege Tax License number.

Ms. Karins reviewed the timeline for implementation and explained that the ordinances would be brought forward at the March 28th Council Meeting, with a 90-day education period prior to beginning enforcement on July 1st.

Discussion ensued related to short-term rentals and residential uses.

Council expressed their support in moving forward with adopting an ordinance to get ahead of the issue before it gets out of control.
