The Board will listen to comments, and may take any one of the following:

- Request that staff investigate and report on the matter.
- Request that the matter be scheduled on a future agenda.
-Mr. Wilks questioned why an adult who accompanies a child for custodial care has to pay a fee? Ron suggested issuing a temporary custodial pass.
-Mr. Wilks also commented on an occasion, how staff treated a child that came to the Recreation Center without a signed waiver.
-Upon listening to Mr. Wilks’ comments, Vice Chairman Hohman chose to request that staff investigate and report on the matter.

Administer Oath of Office to Jose Gonzales, Alternate Commissioner (Darcie McCracken, City Clerk)
City Clerk Darcie McCracken administered Oath of Office to Alternate Commissioner Jose Gonzales. He was welcomed to the Parks and Recreation Advisory Commission.

Master Plan Update Presentation (Diana Vasquez, Parks & Recreation Project Manager)
-Deputy Director, David Seid stated the Master Plan is a 10-year plan that guides the city and gives direction for services in the next decade.
-Project Manager, Diana Vasquez; Marissa Pellegrini and Sean Wozny from Kimley Horn, gave a PowerPoint presentation on the Master Plan.
-Handed out business cards to the commissioners with the new logo for the Master Plan, “Goodyear Game Plan”.
-Discussed the community outreach plan is to receive input from all groups, variety of demographics, and community stakeholders. Community input is key to the development of the Master Plan.
-The team began community outreach by attending Hop & Hops event, interacted with 354 participants, and Estrella Lakeside Music Fest event 235 participants. Participants were provided information, they gave input, and were able to partake in a dotocracy.
-The team will be reaching out to the commissions, starting with the Parks & Recreation Advisory Commission.
-Parks & Recreation Commissioners participated in a dotocracy of programming and provided their input.
-The team will have four public outreach meetings.

Summer Preview and Aquatics Presentations (Richard Ortiz, Recreation Coordinator & Megan Johnson, Recreation Coordinator)
-Recreation Coordinator, Richard Ortiz gave a PowerPoint presentation on the Parks & Recreation Summer Recreation programs.
-Summer recreation now has four sites and Basis Goodyear is the new addition, which is located across from the Goodyear Recreation Campus. It will be considered a specialty site because the kids will be accessing the pool two times a week.
- Summer recreation is a 7-week affordable program.
-Summer recreation has lots of fun activities, field trips, and swimming days planned.
-Registration started April 4th and all sites are at full capacity with 435 kids signed up.
-Summer recreation has a volunteer program, Jr. Leader Program for teenagers 14-15. The teens will achieve skill development and could potentially be hired on as staff in the future. The program is free and currently at full capacity.
-Recreation Coordinator, Megan Johnson gave a PowerPoint presentation on the Aquatics Program.
-Open swim has already started, April 2nd - October 31st, at the Goodyear Recreation Campus and Loma Linda pool begins May 28th - July 31st.
-Swim lessons registration opened April 20th for the Spring session and was booked in twenty minutes; this program is very high in demand. Last year there were over 10,000 swim lessons taught. Summer and Fall sessions to follow.
-Majority of swim lessons will be held at Goodyear Recreation Campus.
-Aquatics partnered with the Michael Phelps Foundation and received a grant to offer this new program for free swim lessons for 100 children at the Loma Linda pool.
-The program is called “I Am” and also gives the participants lessons on physical health, mental health and goal setting.
-The cardio wave and water aerobics fitness programs will continue at Goodyear Recreation Campus.
-The swim team league will continue to partner with the Southwest Valley YMCA league for competition meets. This program starts May 31st.
-The aquatics also has a volunteer program, Jr. Guard Program for teenagers. The teens achieve lifeguard and instructor development and could potentially be hired on as lifeguards in the future.

-Seid gave some background history, Loma Linda pool has been around since the 1950’s, located in historic Goodyear and served as a community pool for decades.
-Since the opening of the Goodyear Recreation Campus pool, Loma Linda pool returned to a neighborhood pool as it was intended to be.
-Loma Linda pool is in good condition and has received many improvements.
-Back in 2018, went before Council to update the pool admission fees, and the consensus was to keep the fee at $1.50.
-Based on a staff analysis of the Loma Linda pool uses, intended purpose, operating costs, and revenue collected, the recommendation is to suspend the $1.50 admission fee for open swim.
-The Parks and Recreation Commissioners were all in favor and stated support to suspend the Loma Linda pool open swim user fees. This recommendation will go before Council in May for approval.

Parks and Recreation Advocacy Subcommittee Discussion, Vote in New Members (Chairman Wilson)
-Chairman Wilson led discussion on the Advocacy Subcommittee.
-At the last Parks and Recreation Advisory Commission meeting it was decided to reignite the Advocacy Subcommittee and vote to add more members to the committee.
-Currently, Chairman Wilson and Vice Chairman Hohman are on the subcommittee.
-Commissioner Cox, Commissioner Ingalls, and Alternate Commissioner Gonzales expressed interest to join the Advocacy Subcommittee.
-At the Advocacy Subcommittee a new Chairman will be voted in.
-Chairman Wilson led discussion on the Advocacy Subcommittee.

-Return of Hop & Hops event, huge success with thousands in attendance. This year event was held in the evening at GRC.
-Upcoming event, 4TH of July fireworks at the Ballpark on July 4th.
-City of Goodyear is recognized as a Tree City USA recipient. There will be an Arbor Day Tree Planting Ceremony at Estrella Vista North Park, April, 28th, 9:00am.
-It’s the City of Goodyear budget season, work sessions are being held, after tentative budget is approved, David will share with the commission.
-Goodyear Civic Square will be opening up soon, middle of July. Ribbon cutting event beginning of August.
