Mayor Pizzillo called the Work Session to order at 5:00 p.m.

BROADBAND ASSESSMENT
Chief Information Officer Justin Fair reported on the results of the Broadband Assessment. Mr. Fair indicated that the study was part of one of the City’s strategic goals and its purpose was to study the availability of broadband throughout the City of Goodyear. Mr. Fair explained that broadband was defined by the Federal Communications Commission (FCC) as 25 megabits per second download speed (mbps) and 3 mbps upload speed. He explained the importance of broadband noting the community benefits that included educational impacts, impacts to the economy, protecting our communities, telehealth services, and fiscal responsibility.
Chris Bland, Cell Site Capital, LLC (CSC), reviewed the methodology that was used to perform the assessment that included accessing both proprietary and publicly available datasets to evaluate the information. Mr. Bland discussed what broadband is and the methods with which it is delivered. Those methods include delivery through fiber-optics, cable and fixed wireless, mobile hotspots and satellite. Mr. Bland went on to review how the data for the assessment was collected and the current broadband map for the City of Goodyear. He also reported on Goodyear’s current broadband internet options and pricing.
Mr. Bland concluded that the City of Goodyear has two broadband internet service providers capable of delivering speeds that meet the Arizona Commerce Authority (ACA) recommendations in its Broadband Strategic Plan. He added that the City could explore investing in open access broadband infrastructure.
Mr. Fair continued the discussion by reviewing Phase II of the study which included grant opportunities, infrastructure investment exploration, micro-trenching, other national city best practices, policy exploration, and possible city code changes.
Discussion continued related to the future of satellites, pursuing federal grant funds, having more internet service providers, affordability of internet, internet bandwidth strength and what the future of broadband looks like moving forward.
Council expressed that the presentation was very informative and that they looked forward to Phase II of the study.
