CALL TO ORDER
Mayor Pizzillo called the meeting to order at 6:31 p.m.

PERFORMANCE MEASUREMENT PROGRAM
Jenna Goad, Assistant to the City Manager, presented information on the Performance Measurement Program.  She spoke about the goal in the FY2022-2024 Strategic Plan to have a Performance Measurement Program.  She added that she met with each department to determine which measures would be able to be reported on a quarterly basis, are largely in staff's control, are related to Council's priorities and include an element of performance such as timeliness or satisfaction.  She reviewed the types of measures such as output, efficiency and outcome and then reviewed the difference between lagging and leading measures.  

Ms. Goad spoke about the 54 measures that would be used for the performance management program and how they correlated to the Council focus areas which are Economic Vitality, Fiscal and Resource Management, Sense of Community and Quality of Life.

Ms. Goad reviewed the next steps which included developing a dashboard to produce the measures by the end of FY2023.  She added that there would be ongoing refinement and enhancement of the measures with a review of all measure in FY2026 or FY2027.

Council commented that this was a good start.  

Council asked how Public Safety would be reporting.  Interim Deputy City Manager Paul Luizzi stated that data is already produced monthly and would be easy to incorporate.  Police Chief Santiago Rodriguez added that the Police Department presents the data as well and welcomed the opportunity to share the information on a dashboard that would be easy for the public to review.

Council commented that this is the next step in management theory to check performance and to provide the measures when things are added to the budget such as people or street sweepers.  Council added that it would be good to check the measures in 2026.

There being no further business to discuss, Mayor Pizzillo adjourned the Work Session at 6:48 p.m.
