CALL TO ORDER
Mayor Pizzillo called the meeting to order at 5:00 p.m.
 
ROLL CALL
Present:
Mayor Joe Pizzillo; Vice Mayor Brannon Hampton; Councilmember Sheri Lauritano; Councilmember Wally Campbell; Councilmember Bill Stipp; Councilmember Laura Kaino; Councilmember Patrick Bray
Staff Present:
Deputy City Manager Wynette Reed; City Attorney Roric Massey; City Clerk Darcie McCracken
[Councilmember Lauritano participated telephonically.]
 
BUSINESS
 
1.
CANVASS THE AUGUST 2, 2022 ELECTION RESULTS
City Clerk Darcie McCracken presented information about the first election in the Town of Goodyear and spoke about the first Council meetings being held in the Boy Scout Lodge until the first Town Hall was completed.  She gave a brief history of the 1949 election and spoke about the current election with 56,906 registered voters, 21,123 ballots cast, resulting in a 37.12% turnout.  Ms. McCracken advised that based on the votes, three candidates would be declared elected for Council seats: Wally Campbell, Vicki Gillis and Brannon Hampton.  She also spoke about the Mayoral race and declared Joe Pizzillo elected with a majority of the votes cast.  Ms. McCracken added that it was a great time to be in Goodyear and celebrated being in the new City Hall and Council Chambers.
 

MOTION BY Vice Mayor Brannon Hampton, SECONDED BY Councilmember Bill Stipp to ADOPT RESOLUTION NO. 2022-1554 DECLARING AND ADOPTING THE RESULTS OF THE PRIMARY ELECTION HELD ON AUGUST 2, 2022; DECLARING THE ELECTION OF MAYOR; DECLARING THE ELECTION OF COUNCILMEMBERS; CANCELING THE GENERAL ELECTION; AND ORDERING THE CITY CLERK TO RECORD THIS RESOLUTION. The motion carried as follows:

Mayor Joe Pizzillo, Vice Mayor Brannon Hampton, Councilmember Sheri Lauritano, Councilmember Wally Campbell, Councilmember Bill Stipp, Councilmember Laura Kaino, Councilmember Patrick Bray

Passed - Unanimously

 
2.
A VOTE MAY BE HELD TO CALL AN EXECUTIVE SESSION FOR THE FOLLOWING:
Pursuant to A.R.S. 38-431.03(A)(3) & (4) Consultation with the City's Attorney for legal advice and in order to consider its position and instruct its attorneys regarding the public body’s position regarding pending or contemplated litigation or in settlement discussions in order to avoid or resolve litigation related to potential or pending transaction privilege tax matters.
 

MOTION BY Councilmember Patrick Bray, SECONDED BY Councilmember Wally Campbell to CONVENE an Executive Session. The motion carried as follows:

Mayor Joe Pizzillo, Vice Mayor Brannon Hampton, Councilmember Sheri Lauritano, Councilmember Wally Campbell, Councilmember Bill Stipp, Councilmember Laura Kaino, Councilmember Patrick Bray

Passed - Unanimously

The City Council moved into Executive Session at 5:08 p.m.

Councilmember Lauritano left the meeting.
 
ADJOURNMENT OF EXECUTIVE SESSION
Mayor Pizzillo adjourned the Executive Session at 5:49 p.m.
 
RECONVENING OF SPECIAL MEETING
Mayor Pizzillo reconvened the Special Meeting at 5:49 p.m.
 
CONTINUATION OF BUSINESS
 
3.
City Council will consider authorizing the City Attorney to pursue litigation or other dispute resolution processes related to pending transaction privilege tax matters.
 

MOTION BY Councilmember Patrick Bray, SECONDED BY Councilmember Wally Campbell to AUTHORIZE the City Attorney to seek injunctive relief. The motion carried as follows:

ADJOURNMENT
There being no further business to discuss, Mayor Pizzillo adjourned the Special Meeting at 5:51 p.m.
