CALL TO ORDER

Vice Chairman Hohman called the meeting to order at 5:37 p.m.

MOTION BY Commissioner Kim Harris, SECONDED BY Commissioner Jose Gonzales to EXCUSE Commissioners Beard and Cox from the Parks and Recreation Advisory Commission meeting on June 15, 2022. The motion carried by the following vote:

BUSINESS
 
1.
APPROVAL OF MINUTES
Approve draft minutes from the Parks and Recreation Advisory Commission meeting held on April 20, 2022.
 

MOTION BY Commissioner Kim Harris, SECONDED BY Commissioner Jose Gonzales to APPROVE the draft minutes from the Parks and Recreation Advisory Commission meeting held on April 20, 2022. The motion carried by the following vote:

2.
Welcome Jose Gonzales as a Commissioner to the Parks and Recreation Advisory Commission (David Seid, Parks & Recreation Deputy Director)

-Parks and Recreation Deputy Director Seid welcomed Jose Gonzales as a commissioner to the Parks and Recreation Advisory Commission. Commissioner Gonzales served as an alternate commissioner, recently a vacancy became open and Gonzales was moved into the commissioner position
.
-The alternate commissioner vacancy position will be filled in the near future.
 
3.
Master Plan Update (Diana Vasquez, Parks & Recreation Project Manager)

Parks and Recreation Project Manager Vasquez gave a PowerPoint presentation update on the Master Plan.
-On track with public meetings, 2nd meeting was held 6/7.
-The 3rd public meeting is 8/17 and the 4th meeting is 10/19.
-Thus far there were 20 focus groups held and will continue to have more.
-Community surveys at Lakeside Music Fest, Hop & Hops, Youth Soccer, & Goodyear Little League had a good turnout and good input received.
-Website/Online survey almost complete, one more survey to be launched.
-Input results from all the community outreach dotocracy efforts, show that so far the top 5 priorities are swimming pools/splash pad, trails, playgrounds, urban fishing lake, and recreation center.
 
4.
Fiscal Year (FY23) Budget Adoption Update (David Seid, Parks & Recreation Deputy Director)

Parks & Recreation Deputy Director David Seid gave an overview PowerPoint presentation of the Parks & Recreation Department FY23 budget.
Seid advised that the budget preparation focus areas are:
-Maintain & improve parks, ROW’s & facilities.
-Enhance quality of life, build sense of community through programs, activities & services.
-Create operational efficiencies through continuous evaluation.

-Parks and Recreation Department submitted 30, FY23 Supplemental requests, and 23 requests were approved, in addition to the FY23 ongoing budget.
-Total amount of the FY23 budget is $3,626,200.
-Seid shared with the commission data on the GRC facility utilization for the past year, showing a graph of the projections and the actual's of GRC daily attendance.
-The actual's surpassed the projections by far, especially in June & July.

Report Out on Public Comments from Mr. Ron Wilks (David Seid, Parks & Recreation Deputy Director)

Parks and Recreation Deputy Director Seid reported the outcome from citizen Mr. Ron Wilks' public comments at the commission meeting on April 20, 2022.
-Seid advised that he met with Mr. Wilks on April 28th and had a productive conversation with him regarding the comments he voiced at the commission meeting on April 20th. Mr. Wilks was satisfied with the outcome.
-Mr. Wilks inquired why a parent that is not a member of the facility could not accompany a child for custodial care. Seid explained that if the child is involved in a program activity such as volleyball game, the parent is allowed in to watch them play.
-At many times the facility is at peak occupancy and only the members are allowed in the facility.
 
6.
Parks and Recreation Advocacy Subcommittee Update (Chairman Wilson)

Vice Chairman Hohman gave an update that the Advocacy Subcommittee met on May 18, 2022.
-Chairman Wilson was nominated and appointed as Chairman to the Advocacy Subcommittee.
-Welcomed new subcommittee members John Cox and Jose Gonzales.
-Committee discussed various ways of advocating, raising awareness, and community involvement.
-Committee members agreed to discuss the Advocacy Subcommittee goals in further detail at the next subcommittee meeting.
 
7.
Parks and Recreation Department Updates (David Seid, Parks & Recreation Deputy Director)

Parks and Recreation Department Deputy Director Seid gave the following updates:

-GSQ-Civic Square ribbon cutting ceremony on August 1st, 7a-9a everyone is welcome to attend.
-Open Meeting Law (OML) training for commissioners on June 21st was canceled and will be rescheduled. City Clerk Darcie McCracken will send out a calendar invitation.
-There is an inaugural Juneteenth event at GRC on 6/19 at 6p-9p, its free, live music, food trucks, arts & crafts and more.
-There is a Star Spangled 4th of July event at the Ballpark, 6:00p-9:30p, free spectacular fireworks show.

NEXT MEETING

The next Parks and Recreation Advisory Commission meeting is scheduled for August 10, 2022, 5:30 p.m., at the Goodyear Recreation Campus.
 
ADJOURNMENT
There being no further business to discuss, Vice Chairman Hohman adjourned the meeting at 6:30 p.m.
