CALL TO ORDER
Committee Chair, Hilary Weinberg, called the meeting to order at 9:00 a.m.

Approve the draft minutes of the Judicial Advisory commitee meeting on September 15, 2022.

Review and discussion regarding evaluation materials.
Chairman, Hilary Weinberg and Human Resources Director, Lyman Locket reviewed the Open Meeting Laws with the committee; including information on not allowing group email conversations and the requirement to Notice the Public when committee members may be at the same engagement or activity creating a quorum. Chairman Weinberg has requested that all questions, suggestions, etc be emailed directly to her with a cc to Kristin Zipprich. Any emailed questions will receive responses to the entire committee where necessary.

Chairman Weinberg presented each of the materials available to the committee for their independent review and analysis, as well as provided the option to ask questions about any of the materials provided to gain a better understanding of the purpose/intent of what was provided. Evaluation materials listed are as follows:

Additionally, there are 15 courtroom videos and 1 audio recording.

The committee discussed the low participation rates in the Defendants and Attorneys surveys. Committee members suggested including a very clear statement in/on the surveys stating the surveys are confidential in order to encourage more participation.

While the Presiding Judge was not able to attend the meeting, she submitted several questions regarding why specific evaluation materials were provided to the committee and requesting other individuals outside of the committee the opportunity to share information relating to the Judge's performance and employee engagement and satisfaction information. Committee member Craig Jennings suggested allowing a time during these meetings for public comment where outside individuals may speak to their experience with the Presiding Judge. HR Director Locket stated these meetings are public meetings and there is a section on each meeting agenda for Public Comments. The Public Comment section of the agenda will also be included on the Judge's Reappointment Interview meeting agenda on October 28th.  

Due to the amount of evaluation materials, Chairman Weinberg suggested adding another meeting date to the calendar to ensure that there is ample time to review and discuss. An additional tentative meeting date and time has been added, Tuesday, October 18, 2022 from 1:30-3:00 p.m. The committee will decide at the Wednesday, October 12th meeting, if the October 18th meeting is still needed.
