CALL TO ORDER
Committee Chair, Hilary Weinberg, called the meeting to order at 9:01 a.m.

1.
Approve the draft minutes with noted corrections of the Judicial Advisory committee meeting on September 29, 2022.

2.
Review and discussion regarding evaluation materials.
Chairman, Hilary Weinberg presented the evaluation materials, in order as the prior meeting notated, providing opportunity to ask any clarifying questions, have open discussion regarding the materials, and notated specific areas they would like to follow up with Judge Galindo. The following documents were presented for discussion:
  1. Self-Evaluation - Judge Galindo (aka Presiding Judge Self Evaluation 2022)
  2. Survey Results - Defendant's (07/22-09/22) (aka Report for Defendant's Survey 2022)
  3. Survey Results - Attorney's (07/22-09/22) (aka Report for Attorney's Survey 2022)
  4. Survey Results - Court Staff (07-2022) (aka Report for JAC - Court Staff Survey)
  5. Case Activity Stats - Fiscal and Calendar Year (aka Goodyear Municipal Court Monthly Statistical Report)
  6. Court Operational Review - Response (aka Recommendations and Court Response)
The Committee identified several areas of improvement prior to the next judicial evaluation. 
  1. Chairman Weinberg stated there were numerous lengthy videos with dead space in them. During the next evaluation period, she would like to see an improved video structure and summary provided to reduce lengthy videos with little content.
  2. The Committee recognized participation in the Defendant and Attorney surveys was lower than expected. The Committee members would like to review the surveys and how they are distributed to potentially receive a better participation rate and better feedback content.
  3. The Committee suggested adding the name of the Judge being evaluated in the introduction of the survey to ensure clarity of exactly who the participants are evaluating.
Judge Galindo was not in attendance at the meeting, but submitted several questions by email to be addressed during the Committee meeting. Judge Galindo has requested explanation as to why a former employee's exit interview was included in the evaluation materials since the employee was not an actively working during the Judge's current contract term. Committee Member Deshuk stated if the exit interview was included in the evaluation materials during the last evaluation, this information should not be included. Lyman Locket, Human Resources Director, responded we would research and ensure the data is valid for this evaluation cycle. 

Judge Galindo also requested a second time for the Courts HR Business Partner and a ProTem Judge to be able to provide their input and observations on the Judge's performance. The Committee agreed to provide an opportunity for comments for those requested by the Judge and anyone else wanting to provide input in the judicial evaluation.

Lastly, Judge Galindo requested the relevance of the Threads data as part of the evaluation materials if it is a voluntary tool reporting to City Management and not the Presiding Judge. Mr. Locket stated Threads is a Performance Development tool for employee performance evaluations and other feedback that is used city wide and is supported by City Council.

Identify if the tentatively scheduled meeting for Tuesday, October 18, 2022 at 1:30 p.m. is needed.
Chairman Weinberg stated she believes the tentatively scheduled meeting for Tuesday, October 18, 2022 is needed to continue reviewing the evaluation materials. The meeting remains as scheduled.

Review the date, time and location of the next meeting, if applicable.
The next meeting is scheduled for Tuesday, October 18, 2022 at 1:30 p.m.
 
ADJOURNMENT
There being no further business to discuss, Chairman Weinberg adjourned the meeting at 10:37 a.m.
