CALL TO ORDER
Mayor Pizzillo called the Work Session to order at 5:00 p.m.

1.
PROPOSED CHANGES TO DROUGHT PREPAREDNESS PLAN (DPP) AND CITY ORDINANCE §14-5-6 -WATER USE RESTRICTIONS
 
Javier Setovich, Public Works Director and Ray Diaz, Water Resources and Sustainability Manager, provided an overview of the Drought Preparedness Plan and the current state of the water supply in Arizona. They further discussed water usage versus supply in Goodyear, strategies and production capabilities, and next steps for water conservation efforts. 

Mr. Diaz provided additional information related to updating the city’s current Drought Preparedness Plan and ordinance. He indicated that the city offers several programs, such as a system-wide meter replacement program, system-leak detection programs, and water accounting for residents to assist with the water conservation efforts. Mr. Diaz indicated that the city uses the Integrated Water Master Plan, infrastructure, and stewardship as ways to assist with drought preparedness.

Council discussed water demand versus production in its current state and how future development and potential cutbacks in supply may affect the ratio. Council further discussed the potential of switching to direct potable reuse and how that would affect supply, as well as the impact of current landscape design guidelines to reduce demand in new developments. Council inquired about changes to the design guidelines and discussed the need for education and conservation efforts while still being prepared and celebrating that Goodyear is the lowest per capita user of water in the Metro-Phoenix area. Council further discussed the possibility to making the Water Conservation Committee a standing committee.

City Manager Julie Karins advised that more conversations would be taking place in the future about this topic.

Mr. Diaz stated that the department will take Council's suggestions forward and will continue to monitor the water situation.
