CALL TO ORDER
Chair Don McBrayer called the meeting to order at 6:00 pm.

Approve the draft minutes of the General Plan Committee meeting on September 21, 2022.
 

MOTION BY Boardmember Gregory Lehmann, SECONDED BY Boardmember Jennifer Barber to approve the draft minutes of the General Plan Committee meeting held on September 21, 2022. Motion carried by the following vote:

Non-Agenda items: This is the time for citizens who would like to address the General Plan Committee on any non-agenda item within the jurisdiction of the Goodyear General Plan Committee. Please complete a speaker card and give it to the Secretary. Each speaker is limited to three (3) minutes. Before you begin to speak, identify yourself by clearly stating for the record your name and whether you are a Goodyear resident. The Committee will listen to comments and may take any one of the following actions:
• Respond to criticism
• Request that staff investigate and report on the matter
• Request that the matter be scheduled for on a future agenda.

Agenda items: The Chairman will call for public comments as each agenda item is up for discussion. Please complete a speaker card for the Secretary, listing the agenda item on which you would like to speak. Each speaker is limited to three (3) minutes. Before you begin to speak, identify yourself by clearly stating for the record your name and whether you are a Goodyear resident.

GPC Meeting #2 Recap
Matthew Klyszeiko, representative from Michael Baker, discussed how they should approach writing the Visions, Values and Fundamental Strategies. Do they want the vision revisions of the desired future state to be simple or robust and then drilling down more. Do they want the descriptions to be broad or specific. Next the committee looked at the fundamental strategy revisions and discussed how they should approach achieving the future state. Should they add to or remove some wording from the current General Plan 2025 fundamental strategies or would they prefer changing it all together so that the General Plan would be more like an index and resemble a value statement?

General Plan Structure
Matthew Klyszeiko, representative from Michael Baker, gave an analysis of the current General Plan 2025 Structure:  
  • Consistent Organization/Hierarchy
  • Multiple "layers"
    • Goals (by element)
    • Objectives
    • Policies
    • Actions
    • No direct link to Fundamental Strategies
    • Each Goal is essentially an "Element"
    • Policies roll up to objectives, objectives roll up to goals
Matthew Klyszeiko, discussed two options for the General Plan 2035 Structure:
Option A:
  • New themes seek to capture broader community context and reduce emphasis on "Development"
  • Maintains consistent organization/hierarchy
  • Goals are selectively reworked to show cross pollination to multiple elements
  • Polices still roll up to objectives, objectives still roll up to goals
  • Utilize visuals/graphics to link Fundamental Strategies to goals, and to identify cross-cutting goals
Option B: 
  • Reorganizes General Plan hierarchy around Fundamental Strategies (chapters) to allow readers to understand community focus
  • Redefines goals to be broader and thus require less goals and support more polices
  • Removes the "Objective" level 
  • Goal Matrix is provided to show cross pollination across multiple elements
  • Policies roll up to goals, goals roll up to fundamental strategies
  • Action are moved to Implementation chapter

Group Discussion
Matthew Klyszeiko, representative from Michael Baker, prompted the committee to discuss if they should add or remove some of the wording from the current General Plan 2025 Fundamental Strategies, or would they prefer changing it all together so that the Geneal Plan would be more like an index and resemble a value statement? The committee preferred the latter of not just using the current Fundamental Strategies and rewriting it but simplifying the strategies. They felt it would have a fresher look and be more of their ideas and contributions. 
 
5.
General Plan Land Use Introduction
Matthew Klyszeiko, representative from Michael Baker, showed a map of the current Goodyear 2025 Land Use Plan and discussed how roadway classifications and land use are closely linked. He suggested that the committee look at Chapter 8 in the current General Plan so they can discuss it at the December 7, 2022 meeting. 
 
6.
Next Steps
Matthew Klyszeiko, representative of Michael Baker, let the committee know that the December 7th meeting will be from 6:00 pm to 8:00 pm and Land Use and Transportation will be discussed. 

Matthew Klyszeiko, representative of Michael Baker, discussed the following upcoming events and project announcements 
  • Youth Commission Meeting was held on September 28, 2022
  • Fall Festival on October 29, 2022, at the Goodyear Ballpark 
  • Target Workshops at the Chamber, HOAs and in Mobile
  • The General Plan will be discussed in the October InFocus Magazine edition 
 
NEXT MEETING
The next meeting of the General Plan Committee will be December 7, 2022 at 6:00 PM at Goodyear City Hall, located on 1900 North Civic Square, Goodyear, AZ 85395

There being no further business to discuss, Chairman Don McBrayer adjourned the meeting at 7:38 p.m.
