CALL TO ORDER
Mayor Pizzillo called the meeting to order at 5:00 p.m.

1.
CAMELBACK ROAD (CIP #42038) AND ESTRELLA PARKWAY (CIP #42026) WIDENING PROJECTS UPDATE
Deputy Director of Engineering-Transportation Chris Bridges presented updates on the scope of work for the Camelback Road Widening and Estrella Parkway/Bridge Widening based on the preliminary Transportation Master Plan (TMP) data.

Mr. Bridges began the discussion with the Camelback Road project. He provided information from the original scope of work, which included three lanes in each direction, a raised median, and financial participation from the City of Glendale, as the initial expansion included the City of Glendale property. He continued the presentation with confirmation that the City of Glendale has reported they will not be financially contributing to the project and that concurrent evaluations by the Goodyear TMP Consultant state that Camelback Road is sustainable as a two-lane road in each direction until approximately 2045.

Mr. Bridges recommended that Camelback Road be widened to four lanes with a center turn lane, allowing all work to be completed within the City of Goodyear right-of-way. The cost projection includes a decrease of about $25 million.

Council asked clarifying questions about City of Glendale's financial participation and the inclusion of a traffic signal at Camelback and Citrus Roads. Council also expressed safety concerns with a turn lane and asked that consideration be given to a design similar to McDowell and Indian School Road.

Mr. Bridges confirmed the City of Glendale does not plan to participate financially in the project and that traffic signals are scheduled for Camelback and Citrus Roads. He added that any additional updates to the scope of work will be presented.

Mr. Bridges continued his presentation, switching to the Estrella Parkway/Bridge Widening. He began with an update of the original scope of work, which included widening Estrella Parkway to a four-lane lane bridge and roadway. He continued, providing a recommended change in the scope of work based on the TMP Consultant review of the area. He recommended an increase from four to six lanes due to significant growth in the area and included the increase of the cost projection to about $28 million.

Council expressed excitement for the project, noting the need in the area, and asked clarifying questions about the funding sources and the bike lane.

Mr. Bridges ended his presentation by stating that conservative budgeting will assist in funding the increased costs and that other projects will need to be evaluated in conjunction with this plan to prioritize the order of projects. He also stated additional proposed changes to the scope of work will be presented to Council in the future.
 
2.
POLICE DEPARTMENT STAFFING STUDY RESULTS
Police Chief Santiago Rodriguez summarized the Police Department Staffing Study project and its outcomes.

Chief Rodriguez provided background information on Matrix Consulting, the firm chosen to conduct the study, and the purpose of the study, which was to analyze police operations, current staffing levels within each unit, comparison staffing levels, and future staffing projections for each unit.

He continued his presentation, noting minor recommendation differences within which positions are filled but reiterating the Matrix Consulting recommendation and Police Department recommendation are the same with the suggestion to add eight sworn officer positions and six professional staffing positions. Chief Rodriguez also noted that eight positions were allocated for the fiscal year 2024 budget.

The council expressed a desire to plan for patrol units and to consider a division of duties in light of projected growth, requested a follow-up report on other operational recommendations, and praised the methodology used to complete the study.

Council encouraged the police department to strategize for operational changes to enhance transparency, evaluate the need for specialized units and provided their continued support for public safety and the level of services provided to the City.
