The Board will listen to comments, and may take any one of the following:

- Request that the matter be scheduled on a future agenda.
-Handicap parking at Goodyear Recreation Campus (GRC) is too far away from playground amenities.
-Recommends to staff the front desk reception area with a male for an authority presence.
-Improve communication to the public on GRC offerings.
Mr. Wilks asked to meet with Parks & Recreation Director Nathan Torres and Deputy Director David Seid to elaborate and further discussion.

Arts & Culture Administrator Guylene Ozlanski, Festival & Events Coordinators Natalie Cassidy & Rosie Becerra gave a PowerPoint presentation on Fall/Winter events.
-Introduced Rosie Becerra & Natalie Cassidy as the Festival & Events Coordinators for the Arts & Culture Division.
-Rosie & Natalie gave a detailed description of the following upcoming events for the Fall & Winter:

-Guylene stated that there will be a community booth contest at the Fall Festival and asked if the commissioners want to participate in the judging. Details will be sent out to the commissioners if they want to participate.
-The commissioners are impressed and interested in volunteering at the upcoming events.

Master Plan Update, Work Session (Project Manager Diana Vasquez - 1.5 hrs)
-Deputy Director David Seid, facilitated the presentation and reiterated to the commissioners the importance of the Master Plan for the future, next ten years of the city Parks & Recreation facilities and programs.
-David stated this presentation update and discussion is to hear from the commissioners their thoughts, feedback, and support of the Master Plan's priorities.
-David stated there is one more community outreach meeting #4, 10/19/22, at Goodyear Recreation Campus (GRC), 5:00-6:30pm. Also, there is a public survey out in the community.
-Sean Wozny from Kimley Horn gave a PowerPoint Presentation on the Parks & Recreation Department Master Plan.
-Focus is on Level of Service and addressing these elements; community involvement, community leadership, trends & past documents, inventory & benchmarking, and business planning.
-Sean highlighted the community involvement element as being public outreach, virtual surveys, website & social media interactions, stakeholders/user groups and statistically relevant surveys, with a total of 7,024 community inputs.
-Sean stated the top five priorities from the Facilities & Amenities Dotocracy input results are swimming pools/splash pad, trails, playgrounds, urban fishing lake, & recreation center. However, also noted, all the facility & amenities on the Dotocracy graph will be incorporated in the recommendation.
-Sean discussed various benchmarking strategies per 1,000 population, and the recommended service levels.
-Sean discussed identified priorities based on recommendations, as acquiring land for two community parks that could follow the Goodyear Recreation Center model.
-Sean stated that utilizing existing land that the city has, to build a Goodyear Recreation Campus phase II and a Foothills Community Park phase II, could be a potential opportunity.
-Sean discussed the service gap and overall need for sport courts & fields with a sports complex and identified the I-10 basins land as an opportunity for a sports complex.
-Sean discussed the trail needs by constructing Bullard Wash bicycle and pedestrian paths and incorporating the Estrella Bridge project design to make connections to Agua Fria.
-Sean stated the plan is to work with Transportation Master Plan to identify major Bullard Wash trail connections and major E-W multi-modal corridors.
-Future meeting dates to vote on recommendation and go before council for adoption will be sent out to the commission once determined.

Advocacy Subcommittee Update (Chairman Wilson - 5 mins)
-Chairman Wilson advised that the Advocacy Subcommittee met on September 14th.
-Wilson stated that the committee members are interested in attending the Fall Festival, and will have a table at the Parks & Recreation booth.
-Wilson stated that the committee members are also interested in participating at the Goodyear Glows event on December 3rd.

Parks and Recreation Department Update (Deputy Director David Seid - 5 mins)
-Deputy Director David Seid stated that operationally the Goodyear Recreation Campus is transitioning from summer to fall/winter season.
-David stated that overseeding is occurring at the Civic Square park and Bullard Wash, and that bushes/tree trimming is being done in the parks.
-David reminded that the right-of-ways is part of Parks & Recreation Department and to feel free to advise if there are any concerns with weeds or trees down.
-David advised that Goodyear Recreation Campus will be temporarily closed for repairs and maintenance November 14th and will reopen on January 2, 2023.
