CALL TO ORDER
Mayor Pizzillo called the Regular Meeting to order at 7:33 p.m.

COMMUNICATIONS
 
1.
Mayor Pizzillo will recognize student athletes from Millennium High School and Trivium Preparatory Academy for recently winning high school athletic state championships.
This item was postponed to a later date. 
 
CITIZEN COMMENTS/APPEARANCES FROM THE FLOOR
Goodyear resident Ignacio Delgadillo spoke about the need for increased safety for bicyclists and pedestrians.

APPROVAL OF MINUTES
Approve the draft minutes of the November 27, 2023 Special Meeting and Regular Meeting and the December 4, 2023 Special Meeting. (Darcie McCracken, City Clerk) 
 
3.
APPROVAL OF NEW SERIES 12 (RESTAURANT) LIQUOR LICENSE FOR MACAYO'S MEXICAN FOOD
 
RECOMMENDATION
Recommend approval to the Arizona Department of Liquor Licenses and Control (DLLC) of Application No. 266925, a request by Navayogasingam Thuraisingam, agent of Macayo's Mexican Food for a new series 12 liquor license. Macayo's Mexican Food is located at 1474 N Litchfield Road, Goodyear, AZ 85338. (Darcie McCracken, City Clerk)
 
4.
INTERGOVERNMENTAL AGREEMENT (IGA) WITH MARICOPA COUNTY FOR THE ALLOCATION OF AMERICAN RESCUE PLAN ACT (ARPA) FUNDS TO SUPPORT THE DEVELOPMENT OF AFFORDABLE HOUSING IN GOODYEAR
 
RECOMMENDATION
Authorize the Mayor to execute an Intergovernmental Agreement (IGA) with Maricopa County to receive American Rescue Plan Act (ARPA) funds to be used to support the development of affordable housing in Goodyear. (Jenna Goad, Assistant to the City Manager)
 
5.
SOUTHWEST FAMILY ADVOCACY CENTER INTERGOVERNMENTAL AGREEMENT (IGA) WITH CITY OF AVONDALE
 
RECOMMENDATION
Approve the Southwest Family Advocacy Center Intergovernmental Agreement (IGA) with Partnering Agencies and Department of Child Safety. (Art Miller, Interim Chief of Police)
 
6.
TOHONO O'ODHAM NATION GRANT-IN-AID AGREEMENT
 
RECOMMENDATION
Approve the Grant-In-Aid agreement provided by the Tohono O'odham Nation. (Christina Panaitescu, Grants & Neighborhood Services Supervisor)

7.
ANNUAL COMPREHENSIVE FINANCIAL REPORT (ACFR) AND AUDIT RESULTS
Finance Deputy Director Jared Askelson presented the Annual Comprehensive Financial Report (ACFR). He reviewed the standardized reports and the independent auditors' results which included an unmodified opinion, or clean audit, no significant deficiencies or material weaknesses and that the city complied in all material respects. 

Jill Shaw, Auditor, representing Heinfeld Meech & Co., presented their findings to the City Council in compliance with Arizona Revised Statute §9-481.

No formal action was required.

2024 STATE AND FEDERAL LEGISLATIVE AGENDA
Government Relations Manager Ginna Carico presented information to Council about the proposed legislative priorities and upcoming legislative issues. She provided a brief update on the 2023 legislative session which included Prop 479, Residential Rental Tax Cuts, Goodyear efforts on SB1006 and SB1516, and continued discussions around zoning permitting and affordable housing. She spoke about the various committees the Council serves on with multiple community partners, including Maricopa Association of Governments, Arizona Municipal Water Users' Association, Luke West Valley Council, the League of Arizona Cities and Towns, Valley Metro and WESTMARC.

Government Relations Coordinator Haley Rahlf provided an update on upcoming elections and the potential impacts on the 2024 legislative session. Ms. Rahlf also reviewed the guiding principles that include aspects to protect existing state and local revenues. 

Council requested a list of our legislators and their contact information. Council spoke about the importance of resident involvement in legislative issues.  

In response to Council inquiry, Ms. Carico clarified that any changes to the guiding principles will be brought back to Council for approval. Council thanked staff for their continued efforts to support Goodyear's legislative agenda. 
 

MOTION BY Councilmember Bill Stipp, SECONDED BY Councilmember Vicki Gillis to ADOPT RESOLUTION NO. 2023-2365, ADOPTING A 2024 STATE AND FEDERAL LEGISLATIVE AGENDA AND PROVIDING AUTHORIZATION TO THE CITY MANAGER OR HER DESIGNEE(S) TO TAKE ACTION. The motion carried as follows:

INFORMATION ITEMS
Councilmember Campbell recognized the PebbleCreek Home Tour Committee that raised over $15,500 for Goodyear Police Department's Shop with a Cop program. She also thanked staff and their efforts in facilitating another successful Fill-A-Need Program this holiday season.

City Manager Wynette Reed spoke about the second week of the Holidays on the Square event, which had over 3,000 people in attendance.

Future meetings are tentatively scheduled as follows:
December 18, 2023 Council Meeting 5:00 p.m.
 
ADJOURNMENT
There being no further business to discuss, Mayor Pizzillo adjourned the Regular Meeting at 8:24 p.m.
