CALL TO ORDER
Chairman Don McBrayer called the meeting to order at 6:00 pm.

1.
APPROVE THE DRAFT MINUTES OF THE GENERAL PLAN COMMITTEE MEETING ON OCTOBER 5, 2022.
 

MOTION BY Boardmember Gregory Lehmann, SECONDED BY Boardmember Keith Drunasky To APPROVE the draft minutes of the General Plan Committee meeting held on October 5, 2022. The motion carried by the following vote:

PUBLIC COMMENTS

Non-Agenda items: This is the time for citizens who would like to address the General Plan Committee on any non-agenda item within the jurisdiction of the Goodyear General Plan Committee. Please complete a speaker card and give it to the Secretary. Each speaker is limited to three (3) minutes. Before you begin to speak, identify yourself by clearly stating for the record your name and whether you are a Goodyear resident. The Committee will listen to comments and may take any one of the following actions:
• Respond to criticism
• Request that staff investigate and report on the matter
• Request that the matter be scheduled for on a future agenda.

Agenda items: The Chairman will call for public comments as each agenda item is up for discussion. Please complete a speaker card for the Secretary, listing the agenda item on which you would like to speak. Each speaker is limited to three (3) minutes. Before you begin to speak, identify yourself by clearly stating for the record your name and whether you are a Goodyear resident.

GPC Meeting #3 Recap
a. Vision & Values Overview & Confirmation
b. General Plan Structure
Michael Klyszeiko, representative from Michael Baker, discussed the visions, values and fundamental strategies of the General Plan 2035. He proposed the current working version of the vision statement and explained how the values and statement may continue to evolve in order to achieve the desired structure of the future General Plan.

3.
Element Presentation: Land Use & Growth
Matthew Klyszeiko, representative from Michael Baker, showed current maps of the city of Goodyear and gave a detailed overview of land use and ownership descriptions. He discussed how existing uses and ownership impact the growth throughout the city and explained reasons some areas of the city are further developed than others. He explained planned area developments and how the planning works along with land use to add flexibility and variety to how land is developed.

Group Discussion
The group asked clarifying questions on differences in land uses and inquired about City processes for land ownership and use changes. They discussed a variety of characteristics of different communities within the city and considered the importance of keeping the differences in mind and gaining public input when designing the future plan.
 
5.
Element Presentation: Transportation
The representatives from Michael Baker discussed the difference between the General Plan and the Transportation Master Plan. He explained how more specific plans are created on elements such as water, transportation, housing, parks and recreation and then used as a guide to create the General Plan. He discussed the goals from the prior Transportation Master Plan and asked the group to think about revising the goals to better align with future ideas of development.
 
6.
Group Discussion
The guest presenter from Kimley Horn, prompted the group to discuss future transportation goals they would find desirable to incorporate into future city development. The group discussed ideas such as roadway safety and conditions, bicycle and pedestrian safety, advancement in technology and concerns they would like the plan to consider in regard to transportation.
 
7.
Next Steps
a. Next Meeting - GPC Meeting #5
Matthew klyszeiko, representative of Michael Baker, let the committee know that the topic of the next meeting on February 8th from 6:00 pm to 8:00 pm will focus on water resources and economic development.
 
NEXT MEETING
The next meeting of the General Plan Committee will be February 8th, 2022 at 6:00 pm at Goodyear City Hall, located on 1900 North Civic Square, Goodyear, AZ 85395.
 
ADJOURNMENT
There being no further business to discuss, Chairman McBrayer adjourned the meeting at 8:26 p.m.
