Chariman Fee called the meeting to order at 5:30 p.m.

APPROVE MINUTES FROM THE ARTS & CULTURE COMMISSION MEETING ON JULY 11, 2023

CHAIRMAN REMARKS (FRANCES FEE, CHAIRMAN)
Chairman Fee announced that after six years of service she will unfortunately term out of the Arts & Culture Commission in January.  At the November meeting the commission will elect a new chairman and alternate Rosiland Robinson will become a commissioner.
 
3.
RISING PHOENIX PRESENTATION (JAY JONES, CHIEF VISION OFFICER OF RISING PHOENIX)
Jay Jones the chief vision officer of Rising Phoenix gave a brief summary of their mission to engage youth and young adults through public art.  Jones described some of their current and past public art projects including Skate48, Wrapped FedEx mobile art truck, murals, basketballs and more.  The commissioners and Jones discussed ideas on how the two entities could collaborate on future art projects.  Administrator Ozlanski gave a brief overview of the city's current and upcoming call to artist.
 
4.
FALL/WINTER SPECIAL EVENT UPDATES (NATALIE CASSIDY, FESTIVAL & EVENTS COORDINATOR)
Coordinator Cassidy gave a brief presentation on upcoming events and festivals. Ballet Under the Stars will be held September 29, 2023, at Estrella Lakeside from 5 p.m. until 9 p.m.  In addition to the performance by Ballet Arizona there will be food trucks, stickers, button makers and glow.  Fall Festival will be held at the Goodyear Ballpark on October 28, 2023, from 5 p.m. until 9 p.m. in addition to the Halloween Custom Contest, trick or treating on the field, and inflatables new this year will be a Magician Show and a pre-carved pumpkin contest.  Veterans Day will be celebrated throughout the week with flag garden, creation of patriotic murals, beer garden, food trucks, crafts and tribute concert.   This year Holiday on the Square will be celebrated on Friday evenings from 5 p.m. until 8 p.m. December 1st, 8th and 15th.  The weekly themes will include: Holiday Magic featuring a Magician, Sugar Plum Celebration and How the Grinch Stole Goodyear.  There will be an ice rink similar to last year but twice the size and free to all.

FALL FESTIVAL BOOTH DISCUSSION (GUYLENE OZLANSKI, ARTS & CULTURE ADMINISTRATOR)
Administrator Ozlnaski solicited costume ideas for the Arts & Culture Commission tent at the upcoming Fall Festival.  In the past they have dressed as artist including Bob Ross and Frida Kahlo.  The Fall Festival theme is Witches and Ghouls and the commission decided on "Artie Witches" with a broom that looks like a paint brush. 
 
6.
HOT COFFEE ART LECTURE RECOMMENDATIONS (GUYLENE OZLANSKI, ARTS & CULTURE ADMINISTRATOR)
Coordinator Attig shared the speakers currently scheduled for the 2024 Hot Coffee Lecture Series.  The scheduled speakers cover a wide variety of topics from Navajo Code Talkers to Comic Books.  Attig asked the commissioners for ideas on filling the remaining five months.  The lectures are held on the last Tues of the month and going forward will be held in the Council Chambers as the Library Community Room does not have the capacity.
 
7.
TRAFFIC CABINET LOCATIONS (GUYLENE OZLANSKI, ARTS & CULTURE ADMINISTRATOR)
Administrator Ozlanski asked the commissioners to help identify ten traffic cabinet locations for FY24.  Ozlanski reviewed the criteria for selection including an improved corner, good visibility, not surrounded by other boxes and in a community that is seeking one.  There are currently 36 decorated traffic cabinets in Goodyear and FY24 the city has added the cost of future cabinets into the Arts & Culture ongoing operating budget rather than a one time supplemental to be approved each year.
 
8.
ARTS UPDATES (GUYLENE OZLANSKI, ARTS & CULTURE ADMINISTRATOR)
Administrator Ozlanski was pleased to announce the partnership between the city and Alice Cooper School of Rock Foundation to open The Rock Goodyear.  The Rock will provide free after school training in music, dance, photography, art, vocational training in staging/lighting and video production.  The supervised facility is free for all teens ages 12-20 to engage with their peers.

Commissioner Paulos was not in attendance.
