CALL TO ORDER
Mayor Pizzillo called the Special Meeting to order at 5:43 p.m.

FINAL ADOPTION OF THE FY2024 BUDGET
Ryan Bittle, Finance Manager, did not have anything to add after his comments during the Regular Meeting.
 

MOTION BY Councilmember Brannon Hampton, SECONDED BY Councilmember Sheri Lauritano to ADOPT RESOLUTION NO. 2023-2318 DETERMINING AND ADOPTING THE FINAL ESTIMATES OF PROPOSED REVENUES AND EXPENDITURES FOR THE CITY OF GOODYEAR FOR FY2024 BEGINNING JULY 1, 2023 AND ENDING JUNE 30, 2024. The motion carried as follows:

DEVELOPMENT SERVICES DEPARTMENT – CONTINUOUS IMPROVEMENT UPDATE
Development Services Director Christopher Baker introduced himself and Katie Wilken, Deputy Director of Planning.  Ms. Wilken spoke about a survey that indicated that although less than 1 in three residents are satisfied with the permitting and licensing process, in Goodyear 83% of the customers said they would choose to do business again in Goodyear.  She added that online payments was a factor listed across the valley.  

Mr. Baker spoke about the ties to Council's strategic plan including Fiscal and Resource Management, Sense of Community, Economic Vitality and Quality of Life.  Ms. Wilken spoke about the customers and the types of projects that are seen in the Development Services Department (DSD).  She spoke about the survey that was done, adding that 6,000 surveys were distributed and 558 responses received.  

Mr. Baker spoke about the Continuous Improvement being done in DSD which included a system to allow a consistent online application system that allowed for improved data analytics and assisted in the identification of areas for improvement.  He spoke about the addition of an Express Lane that brought processing down from 4.5 days in 2021 to 2.25 days in 2023.  He added that this allows Goodyear to be 33-50% more efficient than other cities.  Mr. Baker continued to identify areas of process improvement.

Mr. Baker spoke about an upcoming improvement of an improved online application system which is integrated with plan review and finance software.  He also provided information on several upcoming text amendments that would be coming before Council including noise revision, use permits and churches, a business park designation and an overlay to allow the Mobile community to remain rural.

Mr. Baker concluded his presentation by commenting on the areas of accomplishment, the items currently in process and the next steps.

Council commented on the timing on a Business Park designation.  Mr. Baker said they could review the timing on that item.

Council thanked DSD for the presentation and commented that they looked forward to future updates.

Council inquired on the online submittal process and Mr. Baker clarified it was a "cradle to grave" system that would handle every step of the process on the submissions.

Council asked if there were any requirements to how long someone could take to complete a project.  Mr. Baker stated that as long as there was at least one inspection every six months it followed the requirements of the International Building Code.

Council inquired about the notification distance.  Mr. Baker said it was in city code that it would be 500 feet which is 200 feet more than required in statute.  City Manager Wynette Reed commented that additional research is being done on this topic.  Mr. Baker added that DSD wanted to make sure the same notification requirements would be used for all projects.
