CALL TO ORDER
Mayor Pizzillo called Day 2 of the City Council Retreat to order at 8:30 a.m.

WELCOME
Mayor Pizzillo welcomed everyone back to Day 2.

REFLECTIONS FROM DAY ONE
Council was given an opportunity to speak about Day 1 and spoke briefly about the strategic plan.

Finance Director Doug Sandstrom and Budget and Finance Manager, Budget and Research, Ryan Bittle, presented information on the current budget, trends, and forecasts.  They reviewed tax revenue and the impacts associated with the flat tax recently enacted.  They reviewed state legislation that would impact the budget, emphasizing that the legislation had not been passed as of today.  They reviewed several scenarios about the impact to the city budget.  Council discussed the budget and impacts of any legislation.

Mr. Bittle continued with a discussion on the tax policies in place and recommendations for revisions to the tax policies.  Council discussed the Construction Sales Tax Policy emphasizing their conservative approach and provided consensus to review it annually.

Staff commented that they would return to Council for additional discussion on Enterprise Funds, Development Impact Fees, GO Bond potential and asset management plans.

Human Resources Director Lyman Locket presented information regarding current trends in the workplace and Goodyear's strategy to develop the workplace culture.  He spoke about a recent trend to provide Retiree Health Insurance as a retention and hiring tool. 

Council discussed the connection to the strategic plan to take care of employees and asked that the city consider adding Retiree Health Benefits as a benefit to the employees.  The Council continued to discuss the age at which it should stop and the need to provide this benefit for the employees with a specific number of years worked.  Staff was asked to return to a future meeting with additional costs and options for healthcare benefits and retiree health benefits.

Council discussed possibly assisting a school in Mobile with a fence and possible funding options.  Staff was directed to provide additional information.

Council discussed providing an ice skating rink over the holidays.  Council provided direction to review funding and partnership options.

Council discussed memberships in Leadership West and the White Tanks Conservancy.  Council provided direction to have the Conservancy present to Council and to increase the sponsorship of Leadership West.

Council discussed the One Arizona Opioid Agreement and provided direction to use the funds to fund existing public safety programming but with an eye to additional programs.

PARTING THOUGHTS
  • As The Retreat Comes To A Close, Each Participant Will Be Asked To Share A Parting Thought On How They Feel About The Work Done During The Retreat.
Council voiced their appreciation for Police and Fire.

Council thanked City Manager Julie Karins for her facilitation of the discussion and for her service to the city of Goodyear.

Council asked for an additional zoning category for commercial park, for an update on the landscape design package and for additional opportunities to connect in a retreat or work session setting.

Council commented on the need to move forward strategically with growth.
 
ADJOURNMENT
There being no further business to discuss, Mayor Pizzillo adjourned the Retreat at 12:07 p.m.
