GOODYEAR RECREATION CAMPUS SAFETY AND SECURITY UPDATE
Recreation Superintendent Michael Beadle will provide an update on the safety and security practices at the Goodyear Recreation Campus. (Recreation Superintendent Michael Beadle)
At the previous Parks & Recreation Commission meeting it was requested to get an update on the security practices and effectiveness of the security guard at the Goodyear Recreation Campus (GRC).
-Recreation Superintendent Michael Beadle reiterated that safety is a high priority and GRC is committed to providing a safe environment.
-Due to increased incidents, these new measures were implemented: full-time security guard, GRC issued ID, full-time managers and staff training.
-There are approximately 2,200 customers per day that attend GRC.
-The security guard services has been utilized for three months and since being implemented there have been: 4 incidents (1-altercation & 3-trespasses); 100% reduction in physical assaults; and 60% reduction in incidents overall compared to previous quarter.
-The security guard feedback has been positive and customers and staff feel safer.
-The security guard is well liked by staff and customers.
-The progressive discipline form (PDF), policies, and behavior matrix is consistently enforced.
-The PDF is comprehensive and provides parameters for behavior at the facility.
-GRC implemented strategies to ensure all managers are enforcing policy consistently and correctly.
-The incidents are reviewed by a team and matched to the levels on the matrix prior to imposing any penalties.
-The behavior matrix is regularly updated, as changes occur at the facility.

Project Manager Diana Vasquez gave a brief update on the status of the Parks & Recreation Master Plan.
-The Master Plan is nearing completion with final department reviews wrapping up.
-Once in a final draft form, it will be sent for additional reviews including to Parks & Recreation Advisory Commission (PRAC), Parks & Recreation Leadership Team, Legal, and other internal stakeholders.
-The goal is to have the final draft plan to PRAC no later than one week before the presentation, and vote during the next PRAC meeting on 8/9/23.
-The final plan is tentatively scheduled for Council adoption on 8/28/23. Staff will be providing “Goodyear Game Plan” shirts to PRAC members at the August 9th meeting. The commissioners were encouraged to wear them to the City Council meeting when the plan is adopted.

-David gave a breakdown of the divisions under the Parks & Recreation umbrella.
-The total budget amount for the entire department is $26,312,500, broken down by divisions: Parks & ROW-$9,259,900; Recreation & Aquatics-$5,846,600; Ballpark Operations & Maintenance-7,012,000; Arts & Culture and Administration-$4,194,000
-David stated that there were 25 budget supplementals submitted by the department.
-Out of the 25 supplementals submitted, 14 supplementals were approved.
-David shared that the approved budget will enable the department to continue to enhance and provide good services to the community.

-Commissioner Beckles shared that Good Morning Arizona is supposed to air and feature one of the performances from the Juneteenth event.
-Goodyear Night Market, Farmers Market, at Goodyear Civic Square (GSQ), 6/25 & 7/30, featuring live entertainment and food trucks.
-Star Spangled 4th, at Goodyear Ballpark, 6pm-10pm, fireworks at 9pm, and attendance, activities, and parking is free.
-This year, there is a secondary fireworks viewing area that is available at GRC, and featuring a DJ and food trucks.

-Alternate Commissioner Murphy gave a commendation to the Junior Lifeguard Program, sharing that his son has participated in the Junior Lifeguard program for the past three years, and he is very happy with the program and plans to continue.
-Commissioner Beckles shared that the vice mayor and her had visited the Mobile Elementary School recreation program and reported that there are 3 youth from Mobile that participate in the program. The other students are from Maricopa.
-Alternate Commissioner Murphy gave a commendation to the Junior Lifeguard Program, sharing that his son has participated in the Junior Lifeguard program for the past three years, and he is very happy with the program and plans to continue.
