Non-Agenda items: This is the time for citizens who would like to address the General Plan Committee on any non-agenda item within the jurisdiction of the Goodyear General Plan Committee. Please complete a speaker card and give it to the Secretary. Each speaker is limited to three (3) minutes. Before you begin to speak, identify yourself by clearly stating for the record your name and whether you are a Goodyear resident. The Committee will listen to comments and may take any one of the following actions:
• Respond to criticism
• Request that staff investigate and report on the matter
• Request that the matter be scheduled for on a future agenda.
Agenda items: The Chairman will call for public comments as each agenda item is up for discussion. Please complete a speaker card for the Secretary, listing the agenda item on which you would like to speak. Each speaker is limited to three (3) minutes. Element Presentation: Neighborhood Services
Christina Panaitescu, the Grants & Neighborhood Services Supervisor explained the Neighborhood Services Division and their mission. She described the types of programs they provide to the community and how the City receives grants to support these programs. She presented the Neighborhood Services Master Plan and described each phase. (Lynette Keating arrived at 6:14 pm)

Group Discussion
Matthew Gomez, representative from Michael Baker prompted the group to discuss programs that are unrepresented in the city or if programs could be refined in order to improve. Committee members commented on ways the City could better promote services and ways to ensure children and all regions of the city receive the same access to resources.

Element Presentation: Parks & Recreation
Nathan Torres, director of Parks and Recreation explained the Parks and Recreation department and presented the facilities and amenities available within the City. He discussed how Goodyear demographics, statistics and community outreach surveys are used to determine the priorities of existing and new facilities. He presented information about the success of the Goodyear Recreation Campus and the development to come in the second phase expansion. (Kimberly Hill arrived at 7:12 pm)

Group Discussion
The group discussed possible partnerships with other municipalities to promote connectivity of parks, the availability of amenities to Goodyear residents and non-residents, how the funding in order to maintain amenities long term is determined and water resources.
7.
Element Presentation: Arts & Culture
Guylene Ozlanski, Arts & Culture Administrator for the Parks and Recreation Department discussed the mission of the Arts and Culture division. She explained the purpose of the Arts and Culture Commission and how the commissions objectives pertain to the General Plan. She explained the importance of incorporating community events and public art in order to enhance community pride, beauty and establish a “culture of art”.
8.
Group Discussion
Committee members commented on ways the City could better promote arts and culture events. They discussed how art adds appeal and value to the city and the importance of ensuring it is incorporated in all regions of the city.

The next meeting of the General Plan Committee will be May 3, 2023, at 6:00 PM at the Goodyear City Hall, located on 1900 North Civic Square, Goodyear, AZ 85395.
