PARKS AND RECREATION 2023 MASTER PLAN RECOMMENDATION
Recommend moving the 2023 Parks and Recreation Master Plan forward for Council Consideration (Diana Vasquez & Kimley Horn)
Deputy Director David Seid, Administrative Officer Diana Vasquez and Sean Wozny, Kimley Horn presented the final version of the Parks and Recreation Master Plan to the commissioners for recommendation to move forward to Council for consideration.
David gave an overview of the purpose and needs of a city Master Plan:
-The purpose of a Master Plan is to ensure the residents of Goodyear, that they have a Parks and Recreation Department that serves their needs. Also, to ensure that the residents' recreational needs and wants are heard, and that the services provided are aligned with the desires of the community.
-The last Master Plan was completed in 2014. The plan guided the Parks and Recreation Department to service approximately 72,000 residents.
-The Master Plan identified the need and laid the foundation for the Goodyear Recreation Campus, to encompass a community park, recreation center, and aquatics facility. Without that Master Plan, the Goodyear Recreation Campus would not have become a reality today.
-The 2023 Parks and Recreation Master Plan, Goodyear Game Plan launch took on a creative, unique approach with original branding that is fun and informative.
-The planning consisted of a series of public community engagement events, GIS interactive mapping, cost modeling, park design guidelines, statistically relevant surveys to the final step of implementation.
Diana discussed key findings from the community engagement, priorities consensus groups:
-There were seven months of public community engagement, and as a result there was 22,908 inputs to the Master Plan.
-Other key findings from the community outreach & statistical survey: 91% indicated quality park and trail experiences were important to their quality of life; 94% indicated Goodyear is a desirable place to live; 88% indicated enhances quality of life and builds a sense of community; 72% indicated promotes tourism to the city and to the region.
-Identified top priorities in order by significance to the public: Swimming pool/splash pads; trails; playgrounds; urban fishing lake; dog park; sport courts; sports complex; recreation center; multi-use fields; skate parks; BMX; ballfields. Although an urban fishing lake was identified by the public, this amenity will not be recommended or pursued at this time.
-These findings are data-based from trends analysis nationally & locally; stakeholder and user group interviews; City Council and Executive Leadership interviews; surveys and dotocracy activities; city staff and executive advisory committee; statistically valid survey; and benchmark.
Sean discussed the identified priorities of the existing parks and recommendations:
-Falcon Park top recommendations: Additional parking and turf reduction; enhanced connectivity to Bullard Wash; playground improvements.
-Goodyear Community Park top recommendations: Dog park relocation; restroom renovations, splash pad drainage improvements.
-Loma Linda Park top recommendations: Playground enhancements; pool renovations; tree succession plan.
David noted that the pool renovations at Loma Linda will occur this fall/winter using asset management to accomplish the decking, plastering the pool, diving boards and replacing the baby pool with a splash pad feature. This project is anticipated to be completed by Spring 2024, ready for summer swim season.
-Portales Park top recommendations: Neighborhood connectivity; multi-use looped pathway; strategic turf reduction.
-Wildflower North/South Parks top recommendations: Neighborhood park connectivity; school connectivity; strategic turf reduction.
Sean discussed the identified priorities for new facilities: Goodyear Recreation Campus Phase II; Bullard Wash Bike/Pedestrian Path; Foothills Community Park Phase II; Sports Complex; Land Acquisition for Future Community Parks.
Note that these new facilities are not in priority order.

CITY OF GOODYEAR BOND INITIATIVE

Important election dates:
-October 10, was the voter registration deadline.
-October 11, ballots were mailed to voters and drop boxes available.
-October 31, last day to mail ballot.
-November 7, election day and all ballots must be received by 7 p.m.
David reviewed the purpose of bonds.
-Debt obligation that provides funds for large projects.
-Require voter approval and can only be used for voter-approved purposes.
-Backed by city’s property tax and seen as the most secure city bonds.
-Interest rates on GO Bonds are usually the lowest available.
A frequently asked question is, will the bonds increase property tax rate?
The answer is no, taxes increase when the property value goes up.
There are three individual questions that voters can approve or deny.
-Street and transportation improvements-135 million.
-Public safety projects-80 million.
-Parks and Recreation improvements-17 million.
