Mayor Pizzillo called the Work Session to order at 5:12 p.m.

CONTINUOUS IMPROVEMENT UPDATE – DEVELOPMENT SERVICES DEPARTMENT
Development Services Director Christopher Baker presented information to Council on the various process improvements that have taken place in the Development Services Department. He spoke of the updated software that would allow for online payments and provide for more efficient processing. He spoke about internal processes that were aligned to allow projects to be reviewed in multiple areas at the same time and about streamlining the single family final plat process. He then spoke about the various communication efforts being done to notify the Homebuilder's Association and other stakeholders.
Council asked about the performance measures, regular updates to Council, and coordinating road closures and construction to provide more communication to the public.
Council thanked the team for the presentation and their efforts to provide continuous improvement.

RETIREE HEALTHCARE
Human Resources Director Lyman Locket and Finance Director Doug Sandstrom reviewed the background of the item. Mr. Locket spoke about the request from Council to get information on Retiree Healthcare. He reviewed what benchmark cities provide, including the eligibility criteria, the premium cost split, and if the plans were for post-age 65. He outlined the goals for any plans provided by the city, including workforce stability, competitiveness, retention, and alignment with Goodyear's culture statement "We Care".
Mr. Locket reviewed, and Council discussed, the healthcare plan types including retiree health savings, contribution only, bridge plan and Medicare supplemental and options for employee/employer costs. He also spoke about the possible split of the costs between the employee and the city.
Council asked how this would be paid for. Mr. Sandstrom stated that it would be a direct General Fund expense and the city would need to plan for the funding to be set aside in future budgets.
Council asked for additional information and a variety of options, including 10 or 15 years of service, additional contribution splits such as 60/40 and 70/30, and different age requirements. Mr. Locket confirmed that the employee would have to be retired to qualify for a bridge plan. Council additionally confirmed that there is a third party navigator to assist employees in determining the correct healthcare plan.
