Mayor Pizzillo called the Work Session to order at 5:00 p.m.

Water Services Director Barbara Chappell reviewed the water service map and spoke about the public versus private water company considerations which included a stable governing body, jurisdictional boundaries, stakeholders, fire service, economic development and sustainability. 

Ms. Chappell asked Council for policy direction on if the city should plan to provide water services south of Pecos or if the city should rely on private providers.  Council spoke about the challenges including those surrounding the infrastructure of providing water south of Pecos.  Council asked questions and provided direction to treat each development agreement on a case-by-case basis.  Council added that they wished to avoid "leapfrogging" in south Goodyear and wished to develop in a methodical manner and added that they would prefer to guide and manage the growth in the city.
