CALL TO ORDER
Mayor Pizzillo called the Regular Meeting to order at 5:00 p.m.

AMENDMENT TO THE 2024 CALL OF ELECTIONS
 
RECOMMENDATION
ADOPT RESOLUTION NO. 2024-2390 PROVIDING NOTICE OF A PRIMARY ELECTION ON JULY 30, 2024 AND A GENERAL ELECTION NOVEMBER 5, 2024, IF NECESSARY; DESIGNATING THE PLACE TO OBTAIN CANDIDATE PACKETS; DESIGNATING THE DATES FOR CANDIDATES TO FILE NOMINATION PAPERS; DESIGNATING THE DATES THAT VOTER REGISTRATION CLOSES; AUTHORIZING THE CITY MANAGER, OR HER DESIGNEE, TO ENTER INTO ALL AGREEMENTS TO EFFECTUATE ELECTION SERVICES; ORDERING THE CITY CLERK TO PUBLISH THIS CALL OF ELECTION; AND REPEALING RESOLUTION NO. 2024-2385. APPROVAL OF NEW SERIES 7 (BEER AND WINE BAR) LIQUOR LICENSE FOR SIP AT THE RANCH
 
RECOMMENDATION
Recommend approval to the Arizona Department of Liquor Licenses and Control (DLLC) of Application No. 273140, a request by Jeffrey Thomas Inglin, agent of Sip at the Ranch, for a new series 7 liquor license. Sip at the Ranch is located at 17650 W Elliot Road, Ste A-105, Goodyear, AZ 85395. (Darcie McCracken, City Clerk)

APPROVAL OF NEW SERIES 10 (BEER AND WINE STORE) LIQUOR LICENSE FOR VALLEY CRAFT
 
RECOMMENDATION
Recommend approval to the Arizona Department of Liquor Licenses and Control (DLLC) of Application No. 279129, a request by Que Anthony Desean Quinn, agent of Valley Craft, for a new series 10 liquor license. Valley Craft is located at 15671 W Roosevelt Street, Ste 102, Goodyear, AZ 85338. (Darcie McCracken, City Clerk)

APPROVAL OF NEW SERIES 12 (RESTAURANT) LIQUOR LICENSE FOR WEST VALLEY SOCIAL CLUB
 
RECOMMENDATION
Recommend approval to the Arizona Department of Liquor Licenses and Control (DLLC) of Application No. 278334, a request by Ryan Anthony Chonka, owner of West Valley Social Club, for a new series 12 liquor license. West Valley Social Club is located at 633 S Estrella Parkway #105, Goodyear, AZ 85338. (Darcie McCracken, City Clerk)

FINAL PLAT OF GOODYEAR CIVIC SQUARE LOT 1 AND 2
 
RECOMMENDATION
Approve the Final Plat of Goodyear Civic Square Lot 1 and 2 subdividing approximately 12.33 acres into ten lots and right-of-way, subject to stipulations. (Marty Crossland, Deputy Director of Engineering Development)

REZONE APPROXIMATELY 137.77 ACRES LOCATED NORTHEAST OF VAN BUREN STREET AND LITCHFIELD ROAD FROM PLANNED AREA DEVELOPMENT (PAD) TO PAD, BY ADOPTING THE “PALM VALLEY CROSSING 5TH AMENDED AND RESTATED PLANNED AREA DEVELOPMENT,” WHICH AMENDS THE LAND USE DESIGNATION OF LOT 3
Mayor Pizzillo opened the public hearing at 5:04 p.m.

Contract Planner David Williams presented the rezone, gave an overview of the site location, and highlighted the zoning surrounding the property. Mr. Williams explained that the purpose of this rezone is to amend, restate and incorporate the various Planned Area Development (PAD) to previously adopted amendments.

There being no speakers, Mayor Pizzillo closed the public hearing at 5:14 p.m.

Council inquired as to which businesses encircle the area. Mr. Williams stated that the vicinity is surrounded by industrial use businesses, including auto dealerships and other automotive uses.

Council inquired about the landscaping requirements in the back. Mr. Williams stated that no landscaping requirements existed because the requirement had been removed previously. However, an I-10 landscape buffer will obstruct the view and reveal the fencing.
 

MOTION BY Councilmember Wally Campbell, SECONDED BY Vice Mayor Laura Kaino to ADOPT ORDINANCE NO. 2024-1599 CONDITIONALLY REZONING APPROXIMATELY 137.77 GROSS ACRES LOCATED AT THE NORTHEAST CORNER OF VAN BUREN STREET AND LITCHFIELD ROAD TO PALM VALLEY CROSSING 5TH AMENDED AND RESTATED PLANNED AREA DEVELOPMENT; AMENDING THE ZONING MAP OF THE CITY OF GOODYEAR; PROVIDING FOR NON-ABRIDGMENT; PROVIDING FOR CORRECTIONS; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE; PROVIDING FOR PENALTIES; AND DIRECTING THE CITY CLERK TO RECORD A COPY OF THIS ORDINANCE. The motion carried as follows:

8.
AMENDMENT TO ZONING ORDINANCE REGULATIONS RELATED TO CHURCHES
Mayor Pizzillo opened the public hearing at 5:14 p.m.

Interim Planning Manager Christian Williams presented the zoning ordinance amendment and special use permit for Churches. Mr. Williams said the purpose of this text amendment is to bring the city standards into conformance with Federal and State law. 

There being no speakers, Mayor Pizzillo closed the public hearing at 5:16 p.m.

Council inquired about the potential impact on churches if they choose to expand. Mr. Williams stated that a Church can choose to surrender its current special use permit through an administrative procedure to expand and then comply with the new guidelines.
 
 

MOTION BY Vice Mayor Laura Kaino, SECONDED BY Councilmember Brannon Hampton to ADOPT ORDINANCE NO. 2024-1600, AMENDING GOODYEAR ZONING ORDINANCE ARTICLE 2-2 (DEFINITIONS) TO REVISE THE DEFINITION OF “CHURCH;” AMENDING GOODYEAR ZONING ORDINANCE ARTICLE 3 (ZONING DISTRICTS) ARTICLE 3-3 (COMMERCIAL DISTRICTS) BY REVISING THE PRINCIPAL PERMITTED USES IN PARAGRAPH A OF SECTION 3-3-1 (CO COMMERCIAL OFFICE DISTRICT) TO DELETE “CHURCHES;” CHANGING THE TITLE OF GOODYEAR ZONING ORDINANCE TITLE 4 TO “REGULATION OF PARTICULAR USES;” AMENDING GOODYEAR ZONING ORDINANCE ARTICLE 4 (NOW REGULATION OF PARTICULAR USES) ARTICLE 4-2 (USES REQUIRING ADDITIONAL EVALUATION) BY ADDING NEW SECTION 4-2-19 (CHURCHES) TO ALLOW CHURCHES AS A PRIMARY PERMITTED USE IN ALL ZONING DISTRICTS; AND DIRECTING THE CITY CLERK TO RECORD A COPY OF THIS ORDINANCE. The motion carried as follows:

INFORMATION ITEMS
Council reported they joined Congressman Gallego and other AMWUA cities for a water roundtable. Council asked for tools to compel companies to timely complete work in the city's roadways.

City Manager Wynette Reed shared that Goodyear Ballpark had a record-breaking attendance of over 6,000 attendees, second only to 2017, at its first 2024 Spring Training game, and celebrated the 15th anniversary of the Ballpark.

March 4, 2024 Council Meeting 5:00 p.m.
