CALL TO ORDER
Mayor Pizzillo called the Regular Meeting to order at 5:16 p.m.

GOODYEAR C.E.R.T. SPRING 2024 CLASS GRADUATES
Emergency Manager Brain Woodward recognized the recent graduates of the C.E.R.T. Spring 2024 class for their community service and underscored the significance of community preparedness for potential hazards.
 
2.
RECOGNITION OF LIFEGUARDS
Recreation Superintendent Michael Beadle recognized Goodyear Aquatics Center lifeguards for their recent heroic efforts in saving a life. Mayor and Council expressed gratitude for their service to the Goodyear community.

APPROVAL OF NEW SERIES 10 (BEER AND WINE STORE) LIQUOR LICENSE FOR 7-ELEVEN #47390
 
RECOMMENDATION
Recommend approval to the Arizona Department of Liquor Licenses and Control (DLLC) of Application No. 296147, a request by Andrea Lewkowitz, agent of 7-ELEVEN #47390, for a new series 10 liquor license. 7-ELEVEN is located at 1035 N. Estrella Parkway Goodyear, AZ 85338 generally located on the northeast corner of Estrella Parkway and Roosevelt St. (Darcie McCracken, City Clerk)

APPROVAL OF A LOCATION TRANSFER SERIES 9 (LIQUOR STORE) LIQUOR LICENSE AND SAMPLING PRIVILEGES FOR WINCO FOODS #130
 
RECOMMENDATION
Recommend approval of Application No. 295437 to the Arizona Department of Liquor Licenses and Control (DLLC). Agent Ryan Witner Anderson has submitted this application for a Location Transfer Series 9 (Liquor Store) liquor license and sampling privileges for Winco Foods #130, which will be located at 15581 W. McDowell Rd., Goodyear, Arizona 85395.  (Darcie McCracken, City Clerk)

APPROVAL OF NEW SERIES 12 (RESTAURANT) LIQUOR LICENSE FOR COUNTRY GRIDDLE
 
RECOMMENDATION
Recommend approval to the Arizona Department of Liquor Licenses and Control (DLLC) of Application No. 263343, a request by Pedro Ruvalcaba Carbajal, agent/applicant for Country Griddle, for a New Series 12 Liquor License. Country Griddle is located at 330 N. Dysart Road. #101, Goodyear, AZ 85338 generally located on the northeast corner of Van Buren St. and Manzanita Dr. (Darcie McCracken, City Clerk) 
 
7.
APPROVE BUDGET AMENDMENTS & RELATED EXPENDITURE AUTHORITY
 
RECOMMENDATION
Approve budget amendments and related expenditure authority. (Ryan Bittle, Finance Manager)
 
8.
ARIZONA DEPARTMENT OF FORESTRY AND FIRE MANAGEMENT COOPERATIVE AGREEMENT FOR WILDLAND FIRE DEPLOYMENTS
 
RECOMMENDATION
Authorize the City Manager or designee to execute and approve the execution of the Arizona Department of Forestry and Fire Management Cooperative Agreement. (Tim Wayne, Deputy Fire Chief)
 
9.
ARIZONA FORESTRY AND FIRE MANAGEMENT FIRE RATE AGREEMENT
 
RECOMMENDATION
Authorize the City Manager or designee to execute and approve the execution of the Arizona Department of Forestry and Fire Management Fire Rate Agreement, #AZ-GDY-2024-03. (Tim Wayne, Deputy Fire Chief)
 
10.
APPROVE AMENDMENT TO MULTI-PARTY AGREEMENT FOR BRINE DISPOSAL
 
RECOMMENDATION
Approve the second amendment to the agreement regarding collaborative efforts to accept the municipal brackish water into the water reclamation supply system pipeline. (Barbara Chappell, Water Services Director)

11.
APPROVE AMENDMENT 13 TO THE INTERGOVERNMENTAL AGREEMENT (IGA) BETWEEN CITY OF GOODYEAR AND REGIONAL PUBLIC TRANSIT AUTHORITY
Project Management Coordinator Christine McMurdy presented on the RideChoice and Dial-a-Ride, which provide rides to ADA certified customers. She spoke about Valley Metro and RideChoice as a cheaper, more flexible alternative to Dial-a-Ride, which is available citywide. She added that the number of Goodyear residents using RideChoice has doubled since FY24. Ms. McMurdy said that Valley Metro expects the costs to decline over the next 1-2 years due to Phoenix's introduction of RideChoice service.

Council voiced their strong support for the initiative, highlighting its potential to greatly benefit the older community.
 

MOTION BY Councilmember Vicki Gillis, SECONDED BY Councilmember Bill Stipp to AUTHORIZE the City Manager to approve Transit Services Amendment 13 between City of Goodyear and Regional Public Transit Authority (RPTA) and related FY2025 budget transfer. The motion carried as follows:

12.
APPROVE AN INTERGOVERNMENTAL AGREEMENT (IGA) BETWEEN THE CITY OF GOODYEAR AND THE REGIONAL PUBLIC TRANSIT AUTHORITY FOR TWO ACCESSIBLE VEHICLES TO BE USED FOR THE CONTINUED PROVISION OF MICROTRANSIT SERVICES IN GOODYEAR
 
Project Management Coordinator Christine McMurdy presented on the potential ownership of two gently used ADA accessible vans that were previously used for Dial-a-Ride service. She provided background on the vehicles stating they were purchased before the Covid-19 pandemic, but are no longer needed. She added that this offer helps maintain service hours and reduces potential vehicle downtime, as the Federal Transit Administration does not allow unlimited spare vehicle ratios.

Council inquired about vehicle maintenance and storage to which Ms. McMurdy responded that it was all built into the project and agreement with the other stakeholders.
 

MOTION BY Councilmember Sheri Lauritano, SECONDED BY Vice Mayor Laura Kaino to AUTHORIZE the City Manager to approve an Intergovernmental Agreement between the City of Goodyear and the Regional Public Transit Authority (RPTA) for two accessible vehicles to be used for the continued provision of Microtransit services in Goodyear. The motion carried as follows:

13.
ADOPTION OF THE CITY COUNCIL DISCRETIONARY FUNDS POLICY
Finance Director Jared Askelson reviewed the policy and spoke about what the funds will cover such as travel, event registration, community outreach, charitable donations, and meals and events related to Council duties. He added that the dollar amounts are not in the policy and will be part of the budget discussion each year.

In response to a Council inquiry, Mr. Askelson confirmed that if the use is ineligible, the City Manager will consult the City Attorney for final determination, and if disagreement persists, the matter will be brought before the Council.
 

MOTION BY Vice Mayor Laura Kaino, SECONDED BY Councilmember Sheri Lauritano to ADOPT the City Council Discretionary Funds Policy. The motion carried as follows:

INFORMATION ITEMS
Council spoke about attending the Night Market and how hot it was.

Council thanked the Fire Department and their support during a recent medical emergency.

City Manager Wynette Reed shared that over 1,300 people were in attendance during the Goodyear Night Market, which offered a diverse selection of vendors and handcrafted goods, and featured live music and food trucks.

Ms. Reed also spoke about the upcoming Star Spangled 4th, featuring fun activities like arts and crafts and water inflatables at the ballpark and recreation centers.

Future meetings are tentatively scheduled as follows:
July 8, 2024 Council Meeting 5:00 p.m.

There being no further business to discuss, Mayor Pizzillo adjourned the Regular Meeting at 6:01 p.m.
