CALL TO ORDER
Mayor Pizzillo called the Regular Meeting to order at 5:41 p.m.

COMMUNICATIONS
 
1.
GOODYEAR LITTLE LEAGUE JUNIORS SOFTBALL ALL STARS
Parks and Recreation Deputy Director David Seid spoke about the successful season the Goodyear Little League Junior Softball All Stars experienced this season.  Hall of Famer Tim Raines, who also serves as coach of the team, congratulated the team on their success.  Council expressed their congratulations and pride in the team.
 
CITIZEN COMMENTS/APPEARANCES FROM THE FLOOR
Goodyear resident Daniel Cretsinger spoke about the increased traffic and speeding vehicles around his home.  City Manager Wynette Reed informed him that he would be contacted by city staff to review the issues.

MOTION BY Vice Mayor Laura Kaino, SECONDED BY Councilmember Bill Stipp to APPROVE Consent Agenda items 2 through 5 and 7 through 9. The motion carried as follows:

2.
APPROVAL OF MINUTES
Approve the draft minutes from a Regular Meeting held on August 26, 2024. (Darcie McCracken, City Clerk) 
 
3.
MAP OF DEDICATION FOR ALTA GOODYEAR MONTE VISTA DRIVE
 
RECOMMENDATION
Approve the Map of Dedication for W. Monte Vista Road, subject to stipulations. (Marty Crossland, Deputy Director of Development Engineering)
 
4.
FINAL PLAT FOR BUNGALOWS AT LAKIN PARK
 
RECOMMENDATION
Approve the Final Plat for Bungalows at Lakin Park, subject to stipulations. (Marty Crossland, Deputy Director of Development Engineering)
Council inquired if the product would be for rent or sale.  Development Services Director Katie Wilken advised she believed that the property would be rentals; however, it was not a piece of information required as part of the final plat.
 
5.
MEMORANDUM OF UNDERSTANDING (MOU) WITH ARIZONA DEPARTMENT OF PUBLIC SAFETY (AZDPS) REGARDING PROVISION OF ALIAS SOCIAL SECURITY NUMBERS
 
RECOMMENDATION
Approve the MOU with AZDPS regarding the issuance of alias social security numbers for undercover police investigations. (Brian Issitt, Chief of Police)
 
6.
DELEGATION OF AUTHORITY TO THE CITY MANAGER OR DESIGNEE TO EXERCISE CITY VEHICLE DESIGNATION
 
RECOMMENDATION
ADOPT RESOLUTION NO. 2024-2423 DELEGATING TO THE CITY MANAGER OR HER DESIGNEE THE AUTHORITY TO EXERCISE THE CITY VEHICLE DESIGNATION EXEMPTION PURSUANT TO ARIZONA REVISED STATUTE 38-538.03. (Brian Issitt, Chief of Police)
Council pulled the item from the consent agenda.

Council expressed concern for the delegation of authority and asked for additional time to review the item.
 

MOTION BY Councilmember Bill Stipp, SECONDED BY Councilmember Brannon Hampton to TABLE item #6 to a future meeting. The motion carried as follows:

APPROVE BUDGET AMENDMENTS & RELATED EXPENDITURE AUTHORITY
 
RECOMMENDATION

8.
AUTHORIZING THE MODIFICATION OF ASSESSMENT NUMBER 11-01-001 WITHIN THE MCDOWELL ROAD COMMERCIAL CORRIDOR IMPROVEMENT DISTRICT (“MRCCID”)
 
RECOMMENDATION
ADOPT RESOLUTION NO. 2024-2425 APPROVING THE MODIFICATION OF ASSESSMENT NUMBER 11-01-001 WITHIN THE MCDOWELL ROAD COMMERCIAL CORRIDOR IMPROVEMENT DISTRICT. (Jared Askelson, Finance Director)
 
9.
AUTHORIZATION TO PARTICIPATE IN EDUCATION AND DEVELOPMENT TRAINING UTILIZING THE 2024 ASSISTANCE TO FIREFIGHTERS GRANT (AFG)
 
RECOMMENDATION
ADOPT RESOLUTION NO. 2024-2424 RATIFYING THE CONDITIONAL APPROVAL AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR THE 2024 ASSISTANCE TO FIREFIGHTERS GRANT (“AFG”) REGIONAL GRANT AWARD, TO THE GLENDALE REGIONAL FIRE DEPARTMENT ON BEHALF OF WEST VALLEY CITIES, AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS RELATING TO SAID APPLICATION, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT (IF GRANT FUNDS ARE AWARDED), AND AUTHORIZING THE CITY MANAGER TO APPROVE THE REQUIRED BUDGET TRANSFER (IF GRANT FUNDS ARE AWARDED). (Paul Luizzi, Fire Chief)
Council inquired if the city had received any grant funding through this grant in the last three years.  Fire Chief Paul Luizzi responded that the Goodyear Fire Department had not received grant funding in the last three years.
 
PUBLIC HEARINGS
 
10.
ANNEXATION OF TWO PROPERTIES ALONG S LITCHFIELD ROAD, SOUTH OF W LOWER BUCKEYE ROAD FOR STREAM DATA CENTER (SDC I AND SDC II)
Mayor Pizzillo opened the public hearing at 6:13 p.m.

Planning Manager Christian Williams explained the details of the annexation including describing the property and right-of-way on Litchfield Road.  He also spoke about the land use designation being agricultural when it would come into the city.

There being no speakers, Mayor Pizzillo closed the public hearing at 6:16 p.m.

Council discussed the intended use and the location.

BUSINESS
 
11.
LIBERTY ELEMENTARY SCHOOL DISTRICT ANNEXATION
Planning Manager Christian Williams presented the information surrounding the requested annexation for the Liberty Elementary School District.  He spoke about the annexation being compatible with the General Plan and the challenges with the annexation including the required infrastructure.

Liberty Elementary School District Superintendent Cort Monroe spoke in support of the annexation and about the planned phased approach to allow for an opening in August of 2025.  

Council expressed concern with the water situation and talked about their concerns with developers not providing the infrastructure for the school district.
 

MOTION BY Councilmember Vicki Gillis, SECONDED BY Councilmember Brannon Hampton to AUTHORIZE the initiation of the annexation of approximately 16.25 acres of property, generally located at the northwest corner of S 183rd Avenue and W Lower Buckeye Road. The motion carried as follows:

12.
IN-KIND REQUEST FOR COMMUNITY SPECIAL EVENTS
Arts and Culture Administrator Guylene Ozlanski explained the information in the request to provide in-kind services for two separate events in the city of Goodyear.  

Council expressed concern with parking for the Skatercon and verified that the Heart walk would not take the place of the city's Heart and Sole 5K.  Ms. Ozlanski confirmed that talks were already taking place for the parking situation and the Heart and Sole would not be impacted, that this Heart walk was in addition to the Heart and Sole event.
 

MOTION BY Councilmember Bill Stipp, SECONDED BY Councilmember Sheri Lauritano to APPROVE the request to provide in-kind support of city staffing, permitting fees, and water for parking lot treatment to support two community events and associated budget transfers. The motion carried as follows:

INFORMATION ITEMS
Council congratulated the Parks and Recreation/Arts and Culture department for their recent award for the Juneteenth event.  Council expressed condolences on the recent loss of a Phoenix Police officer and thanked the Fire Department for the 9/11 Pancake Memorial breakfast.
 
FUTURE MEETINGS
Future meetings are tentatively scheduled as follows:
September 16, 2024 Council Meeting 5:00 p.m.
 
ADJOURNMENT
There being no further business to discuss, Mayor Pizzillo adjourned the Regular Meeting at 7:02 p.m.
