CALL TO ORDER
Mayor Pizzillo called the meeting to order at 5:00 p.m.

APPROVAL OF MINUTES
Approve the September 9, 2024 Regular Meeting and September 16, 2024 Special Meeting draft minutes. (Darcie McCracken, City Clerk)

MAP OF DEDICATION FOR SECTIONS OF GOODYEAR BOULEVARD
 
RECOMMENDATION
Conditionally approve the Map of Dedication for sections of Goodyear Boulevard, of approximately 0.930 acres of right-of-way (ROW), subject to stipulations. (Marty Crossland, Deputy Director of Development Engineering)
 
3.
GRANT OF A MONITORING WELL ACCESS AGREEMENT ON PROPERTY OWNED BY CITY OF GOODYEAR
 
RECOMMENDATION
Approve the Access Agreement Environmental Activities related to the City Parcel 501-61-936C and authorize its execution by the City Manager. (Philip Cochran, Assistant City Attorney)
 
4.
GRANT OF A MONITORING WELL ACCESS AGREEMENT LOCATED ON CITY OF GOODYEAR RIGHT-OF-WAY
 
RECOMMENDATION
Approve the Access Agreement Environmental Activities related to city right-of-way and authorize its execution by the City Manager. (Philip Cochran, Assistant City Attorney)
 
5.
AMEND JOINT AGENCY AGREEMENT (JAA) - VINEYARD AND 143RD AVENUE SAFETY PROJECT (CIP PROJECT #42070)
 
RECOMMENDATION
Authorize the Mayor to execute the first amendment to the Joint Agency Agreement with Maricopa Association of Governments (MAG) for CIP Project #42070 – Vineyard and 143rd Avenue Safety Project. (Chris Bridges, Deputy Director of Engineering-Transportation)

DELEGATION OF AUTHORITY TO THE CITY MANAGER TO EXERCISE CITY VEHICLE DESIGNATION
 
RECOMMENDATION
ADOPT RESOLUTION NO. 2024-2423 DELEGATING TO THE CITY MANAGER THE AUTHORITY TO EXERCISE THE CITY VEHICLE DESIGNATION EXEMPTION PURSUANT TO ARIZONA REVISED STATUTE 38-538.03. (Brian Issitt, Chief of Police)

AMENDMENT TO ZONING ORDINANCE REGULATIONS RELATED TO ANIMAL KEEPING AND FOWL
Mayor Pizzillo opened the Public Hearing at 5:04 p.m.

Planning Manager Christian Williams reviewed the details of the ordinance including the setbacks, the fowl keeping requirements and cleaning regulations.  

There being no public comments, Mayor Pizzillo closed the Public Hearing at 5:06 p.m.

Council verified the reason for this ordinance is in response to legislation by the state legislature.  Mr. Williams agreed. 

Council clarified that if an HOA already had restrictions in their C.C.R. documents then homeowners would still have to comply, but the city could not restrict backyard fowl.
 

MOTION BY Councilmember Bill Stipp, SECONDED BY Councilmember Wally Campbell to ADOPT ORDINANCE NO. 2024-1614, AMENDING GOODYEAR ZONING ORDINANCE ARTICLE 2-2 (DEFINITIONS), AMENDING SECTIONS 3-2-2, 3-2-4 OF ARTICLE 3 (ZONING DISTRICTS), RELATED TO ANIMAL KEEPING AND MINOR SCRIVENER'S ERROR; PROVIDING FOR CORRECTIONS, SEVERABILITY, AND AN EFFECTIVE DATE; AND DIRECTING THE CITY CLERK TO RECORD A COPY OF THIS ORDINANCE. The motion carried as follows:

BUSINESS
 
8.
FISCAL YEAR (FY) 2025 PAVEMENT MANAGEMENT PROJECTS
Public Works Director Sumeet Mohan and Streets Superintendent Brian Harvel reviewed the city's Pavement Management benchmarks and explained that the streets throughout the city are checked and a grade is applied for the pavement.  Mr. Mohan continued that the current benchmark is 78 and the city has seen steady improvement over the last ten years on meeting that number.

Mr. Mohan reviewed the different types of overlay used to maintain the streets.

Mr. Harvel reviewed the map showing which streets would be receiving treatment and what that treatment would be.

Council was appreciative of the information and thanked the team for maintaining the streets.
 

MOTION BY Councilmember Brannon Hampton, SECONDED BY Councilmember Wally Campbell to APPROVE expenditures in the amount of $3,600,000 to complete pavement management projects in various locations throughout the city. The motion carried as follows:

INFORMATION ITEMS
Council commented on the ribbon cutting for the Banner building south of City Hall and the successful opening of The Stillery in GSQ.  Council also reported that the city had a team at the ICMA conference talking about the great programs Goodyear has instituted.

Deputy City Manager Kini Knudson reported that the Ballet Under the Stars event brought in approximately 4,000 people which is an increase from last year.

Future meetings are tentatively scheduled as follows:
October 7, 2024 Council Regular Meeting 5:00 p.m.

Mayor Pizzillo adjourned the Executive Session at 6:01 p.m.

Mayor Pizzillo reconvened the Regular Meeting at 6:02 p.m.
 
ADJOURNMENT
There being no further business to discuss, Mayor Pizzillo adjourned the Regular Meeting at 6:02 p.m.
