BUSINESS
 
1.
 APPROVAL OF MINUTES
 Approve Council Compensation Committee minutes from November 1, 2023.
MOTION BY Board Member Robert Paine, SECONDED BY Board Member Kelly Kessler to APPROVE the November 1, 2023 meeting minutes. The motion carried by the following vote: AYE: Committee Chair Susan Schmelzer, Board Member Robert Gioia, Board Member Robert Paine, Board Member Kelly Kessler
Passed - Unanimously

 
 
2.
REVIEW BENCHMARK, FINANCIAL AND INFORMATIONAL DATA REQUESTS
During the November 1, 2023 meeting the Committee requested further detail to the survey data for the 11 benchmark cities in the Phoenix Metropolitan area. In that same meeting, the Committee also requested detail on the City Council duties and responsibilities.  Mr. Locket an provided an overview of the responsibilities, duties/sub committees, and community activity.
The Committee reviewed the detailed and updated population data. Committee Chair Schmelzer asked, that given it is most comparable in size and growth phase, if Buckeye has a Council Compensation Committee.  Mr. Locket stated that it was unknown if Buckeye has a similar Committee.
Board member Paine asked if there is a requirement to move all categories in tandem.

Mr. Locket provided the clarification that the only requirement or stipulation is the 5% cap, and the Mayor, Vice Mayor and Council could receive different increase percentages.
Committee Chair Schmelzer asked if there are situations where the Vice Mayor would take a larger role? She asked if the Vice Mayor is called upon more than other council members? Jenna Goad, Assistant to the City Manager, stated that in formal council meetings Vice Mayor would act if the Mayor is not present.

DISCUSS AND POSSIBLY TAKE ACTION ON FINAL RECOMMENDATION COUNCIL COMPENSATION
Considering the time and effort invested by the Mayor and Council, the Committee deliberated the possibility of recommending an increase greater than 5.1%, which would require voter approval. The Committee determined the prospect of garnering sufficiently favorable voter support for an increase in the current economic climate to be uncertain.  Based on the survey data, the information regarding the Council’s duties and responsibilities, and voter disposition, the Committee will recommend a 5% increase for all three Council positions.

MOTION BY Committee Chair Susan Schmelzer, SECONDED BY Committee Member Kelly Kessler, to Recommend a 5% increase for Mayor, Vice Mayor and Council Members. The motion carried by the following vote:
AYE: Committee Chair Susan Schmelzer, Board Member Robert Paine, Board Member Kelly Kessler, Board Member Paul Gioia

Passed - Unanimously

The Committee will present the recommendation at the November 27, 2023, City Council Meeting.
