CALL TO ORDER
Chair Kaino called the Goodyear Joint Public Safety Personnel Retirement Board meeting to order at 8:05 a.m.

BUSINESS
 
1.
APPROVAL OF MINUTES
Approve the draft minutes of the February 23, 2023 Joint Public Safety Personnel Retirement Board. 
 

MOTION BY Boardmember Jay Mathias, SECONDED BY Vice Chair Michael Stewart to APPROVE the draft minutes of the February 23, 2023 Joint Public Safety Personnel Retirement Board meeting. The motion carried as follows:

Review, discussion and possible action on the Process Maps for Public Safety Personnel Retirement Board processes.
Board Secretary Darcie McCracken reviewed the process maps for New Hire and Disability Retirement.  Board Attorney Lesli Sorensen asked that a note be added to the New Hire process that indicated a potential pause in the process in order to obtain additional information or clarification on the application and/or medical reports.  Boardmember Jason Bayer asked that the process maps be posted on the city's website so members could be directed to the website.  Human Resources Director Lyman Locket indicated that he would get that done.  Chair Kaino congratulated the group on completing the mapping which originally started in 2021.

Review and discuss the 2023 Actuarial Reports for Goodyear Police and Fire for the Arizona Public Safety Personnel Retirement System.
Ms. Sorensen reviewed the Police and Fire actuarial reports referring the group to Section 2 on page 1 of each report for the comparison of key results for the prior year.  She spoke about the funded status, contribution rates and reasons for change.  She added that an audit had been completed and adjustments made.  The Board reviewed the reports and asked questions. 
 
4.
Review, discussion and possible action on direction and policy to re-examine cases of accidental disability.
The Board reviewed the list of accidental disability cases for Police and Fire and spoke about creating a process to review them.  The Board discussed potentially creating a policy to regularly re-examine the cases.  The Board indicated they were interested but wanted some additional time to consider any action.
 
INFORMATION ITEMS

Chair Kaino spoke about the annual PSPRS conference scheduled for March 6 and added that it was being held at the Renaissance in Glendale.
 
NEXT MEETING

There are no future meetings scheduled at this time.

Ms. McCracken clarified that there were no Joint PSPRB meetings, but the Police PSPRB would be meeting in March and the Fire PSPRB would be meeting in April.
 
ADJOURNMENT
There being no further business to discuss, Chairman Kaino adjourned the meeting at 9:10 a.m.
