Mayor Pizzillo called the Work Session to order at 5:00 p.m.

REVIEW OF USE PERMITS AND STANDARDS FOR GAS STATIONS
Development Services Director Katie Wilken introduced the item and commented that the item had been before City Council in May 2024 and it had generated interest in the community.
Planning Manager Christian Williams discussed the goal of streamlining the process and eliminating the need for Planning and Zoning and City Council review. Mr. Williams provided the definitions for gas stations, convenience stores and truck stops. He added that this item met the strategic plan guiding principle of fostering business investment through streamlined processes, innovation and ongoing partnerships. He added that by providing consistent guidelines to investors it allowed for more certainty to move forward with projects.
Mr. Williams explained that if the zoning text amendment is approved it would allow gas stations in C-1, C-2, I-1 and I-2 without a Special Use Permit instead of just C-1 and C-2. He spoke about convenience stores below 7,500 square feet being permitted and the special requirements surrounding the placement in relation to an arterial street and residential areas.
Regarding semi-truck refueling, Mr. Williams stated that it would be permitted in C-2 with a Use Permit based on location, and permitted in I-1 and I-2. He added that a truck stop would only be allowed in I-2 outside the 65 noise contour for Luke Air Force Base.
Council expressed concern with the low distance requirement from gas stations to homes under this current plan, the definition of truck stop, removing the Use Permit requirement for fueling stations, the lack of public input, and asked to see the actual definitions as explained in the presentation.
