Mayor Pizzillo called the Work Session to order at 3:05 p.m.

Councilmember Campbell joined the meeting at 3:28 p.m.

CITY MANAGER'S RECOMMENDED FY2025 ANNUAL BUDGET AND FY2025-2029 CAPITAL IMPROVEMENT PROGRAM
This is a continuation from April 8, 2024 Work Session regarding the FY2025 City Manager's Recommended Budget.
Finance Manager Ryan Bittle continued discussing the supplemental requests from Public Works and Water Services Department. He further discussed supplemental requests funded by the solid waste, water and wastewater enterprise funds.
Council discussed funding stormwater, channel, and unimproved property maintenance as an ongoing expense and whether it makes sense to create a new stormwater fee to fund this program. Council further discussed traffic signals, timing and congestion along major arterials.
Mr. Bittle provided an update on projects in the current year Capital Improvement Program (CIP), and spoke about the 5-year CIP which included 80 projects totaling $577.3 million. He highlighted high profile projects such as Camelback Road, Brine Disposal and Rainbow Valley Water Reclamation Facility and provided updates on Fire Station 188, Estrella Bridge, Estrella/Pebble Creek Parkway I-10 Interchange, Goodyear Water Reclamation Facility Expansion and Goodyear Municipal Complex Tenant Improvements.
Council discussed the unsuccessful regional efforts for Camelback Road and inquired about the timeline for various projects such as Sarival Avenue Improvements, the Brine project, the Fire Resource Management Facility, Fire Station 189 and relocation of Roman's Oasis. Council also inquired about future ballpark rennovations and the plan once the team agreements expire.
Council requested an outline of the city's CIP including costs to share with the public.
