CALL TO ORDER
Chairman Cox called the Ad-Hoc Charter Review Committee meeting to order at 5:35 p.m.
 
ROLL CALL
Present:
Chairman John Cox; Vice Chairman Susan Schmelzer; Committee Member Fran Fee; Committee Member David Halm; Committee Member Jason Kish; Committee Member Robert Paine; Committee Member Rodie Purcell
Staff Present:
Roric Massey, City Attorney; Wynette Reed, City Manager; Darcie McCracken, City Clerk; Kini Knudson, Deputy City Manager
 
PUBLIC COMMENTS

There were no public comments.
 
BUSINESS
 
1.
Administer the loyalty oath to members.
City Clerk Darcie McCracken administered the oath to the members.
 
2.
Presentation, review and discussion regarding open meeting law and public records laws.
City Attorney Roric Massey presented information regarding open meeting law and public records laws.
 
3.
Review and discussion on the purpose of the committee and the process to be used.

City Attorney Roric Massey provided information about the purpose of the committee and the requirements and process related to changing the charter.
 
4.
Review, discussion and possible action on articles, sections and items in the City Charter.
City Manager Wynette Reed spoke about the Council - Manager form of government as listed in the City Charter and the roles and responsibilities of the City Manager and the Council.  She provided a background about Goodyear City Government.

City Attorney Roric Massey reviewed the purpose and history of the Goodyear City Charter including the changes over the last several charter amendments.

The Committee discussed Article IV regarding Administrative Departments, Offices and Employees, Section 1 Administrative Departments and Offices, Section A.  Language was discussed to change the language to read City Manager instead of City Council and language to provide parameters for the City Manager.  The Committee discussed the language. No vote was taken.

NEXT MEETING

The next meeting of the Ad-Hoc Charter Review Committee is scheduled for May 14 at 5:00 p.m.
The Committee discussed the next meeting day and time and briefly spoke about a third meeting.  Chair Cox asked the group to be prepared to make a determination on the third meeting date and time during the May 14th meeting.
 
ADJOURNMENT
There being no further business to discuss, Chairman Cox adjourned the meeting at 6:45 p.m.
