SPORTS COMPLEX FEASIBILITY STUDY (P&R, DEPUTY DIRECTOR DAVID SEID)
Deputy Director David Seid will give a presentation on the Sports Complex Feasibility Study.

Parks and Recreation Deputy Director David Seid gave a PowerPoint presentation on the Sports Complex Feasibility Study of the 129 acres of retention basins owned by the city for recreational use. The plot is located on the north side of the I-10 between Dysart Road and Bullard Avenue. He explained that the development of the project is not currently funded and discussed the want for additional soccer fields and pickleball courts in the West Valley. Mr. Seid presented a three-phased approach and spoke about the potential costs for the development of a Goodyear Sports Complex. The study included site constraints for flood control and mitigation and right-of-way access. Mr. Seid told the commission that Council had requested additional research be completed to explore potential public private partnership opportunities.

FISCAL YEAR (FY) 25 BUDGET PREVIEW (P&R, DEPUTY DIRECTOR DAVID SEID)

Parks and Recreation Deputy Director gave a preview of the Parks and Recreation Department FY25 budget. He shared the breakout of the Parks and Recreation Department operating budget of $28,008,800 by division: Parks/ROW $9,551,80, Recreation $6,048,900, Ballpark $7,574,100 and Arts $4,834,000. In addition to the base operating budget 23 supplemental requests were approved for $6,171,00 including: Traffic Control for Events and Spring Training, GRC Weapons Detection 1.5 FTE, Equipment Mechanic FTE, Ballpark Safety Netting Extension, Pop-Up Art, Public Art Tours, West Valley Mavericks Round Up Food Truck Festival sponsorship, Civic Square Holiday Lighting and Asset Management Replacements. CIP projects slated for FY25 include renovation and design of Goodyear Community Park and design of the Bullard Wash Trail Expansion with a combined budget of $2,652,500.

PARKS & RECREATION (P&R) DEPARTMENT UPDATES & REMINDERS (P&R DEPUTY DIRECTOR)

Deputy Director David Seid gave a brief Parks and Recreation update on the expansion of the 46 acres to the west of the GRC. The commissioners discussed the addition of the weapons detection control at GRC and the events that prompted the installation. Mr. Seid shared a recent emergency at the GRC that involved a lifeguard rescue and safe outcome for those involved.
