CALL TO ORDER

Chairman Gonzales called the Parks and Recreation Advisory Commission meeting to order at 5:31 p.m.

1.
APPROVAL OF MINUTES
 

MOTION BY Commissioner John Cox, SECONDED BY Commissioner Sharolyn Hohman to Approve the draft minutes from the Parks and Recreation Advisory Commission meeting held on June 12, 2024.

YOUTH/ADULT SPORTS (RECREATION COORDINATOR TAYLOR SNELL)
Recreation Coordinator Snell will give a preview on Youth/Adult Sports.

Coordinator Snell was introduced as the recreation coordinator that plays a vital role in the success of the youth and adult sports programs.
-Snell gave an overview of the fall youth and adult sports, soccer and volleyball.
-Youth sports are recreational based, focusing on all kids having equal playing time, providing a safe environment, and having fun. The leagues utilize volunteer coaches.
-This youth soccer season is the biggest one so far with 44 teams and 500 participants, ages 3-12. Practices and games are played at the Goodyear Recreation Campus and Foothill Community Park fields.
-Youth volleyball has 22 coed teams with 220 participants, ages 7-15. Practices and games are played at the Goodyear school gyms, Copper Trails, Centerra, Desert Star, Desert Thunder and Trivium Prep.
-Adult softball has 32 teams with 650 participants. Games are played at Goodyear Recreation Campus and Goodyear Community Park.
-New this season is the adult sand volleyball league, opening up with 8 teams and 80 participants. Games will be played on Thursday nights at the Goodyear Recreation Campus.
-Recreation programs received 2 grant awards, one from the Arizona Sports & Tourism Authority (AZSTA) for $4,838 to purchase youth volleyball equipment and replace sand volleyball nets.
-The second grant is from the National Recreation and Park Association (NRPA), which will train 100 coaches and staff. It's a training program through Nike and the US Olympic Committee, focusing on building confidence, having fun, and player retention.
 
3.
SPORTS COMPLEX (PROJECT MANAGER MIKE MAGYARI)
Project Manager Magyari will provide an update on the Sports Complex.

Parks and Recreation Project Manager Magyari was introduced as being involved with project management of current and future departmental projects and planning.
-Magyari presented an update on the Parks and Recreation Sports Complex that was identified to be highly supported in the 2023 Parks & Recreation Master Plan.
-The Sports Complex Feasibility Study conducted in June 2024 identifies opportunities such as sports tourism, partnerships, and regional benefits.
-Magyari noted that the project is not currently funded in the 5-year Capital Improvement Plan (CIP).
-The sports complex concept layout could be comprised of 15-multipurpose sports fields; a 48-court pickleball facility; walking trails; parking; flood control compliance; and more.
-The city is seeking information from potential partners that are interested in entering a long-term development, improvement, programming and maintenance operation to design, construct, program, operate and maintain a local, regional, and national multi-use sports complex.
-The solicitation is open to the public to view for information until September 6, 2024.
-After solicitation closes, the next steps would be to evaluate proposals; pursue land acquisitions; present findings to City Council during the Fall Budget Retreat; and request for qualifications (RFQ) if approved by Council.
 
4.
BULLARD WASH TRAIL (PROJECT MANAGER MIKE MAGYARI)
Project Manager Magyari will provide an update on the Bullard Wash Trail.

Magyari gave an update on the Bullard Wash Trail stating that this project has been approved, received funding, and grant money.
-Currently seeking a design consultant for construction to begin in FY26-27, and the procurement process has begun.
-Some of the trail features will include, a trailhead; parking maintenance yard facility; wayfinding and signage; natural and fabricated shade; rest areas; pedestrian bridge; pathway lighting; public art; and landscaping.
-The concept may be built in 4 phases: Phase 1--McDowell Rd to I-10; Phase 2--Van Buren to 1-10; Phase 3--Van Buren to Yuma Rd; Phase 4--Yuma Rd to Lower Buckeye Pkwy.
-The solicitation is open to the public to view for information until September 4, 2024.
-Project next steps: 10/2024--Review & Rank Statements of Qualifications (SOQ's); 12/2024--Intent to Award/City Council Approval; 12/2024--Design Notice to Proceed; 8/2026--Construction Contract Award & Notice to Proceed; 12/2027--Construction Complete.
 
5.
PARKS & RECREATION DEPARTMENT (Deputy Director David Seid)
Deputy Director Seid will provide Parks & Recreation Department updates.

-Director Seid mentioned that the girls Junior Little League softball team had a fantastic 2024 season. They won the State and Regional tournaments and went on to represent the West at the Little League World Series in Washington. The recognition celebration will be on September 9th, at the Council meeting.
-Goodyear Recreation Campus is transitioning into the fall swimming season. The pool is open 5pm-7pm weekdays and noon to 4pm on the weekends, until early October.
-David will have a fall events presentation at the next meeting and a couple of meetings afterward, motorized vehicles use in the park's policy.
-David announced that Commissioner Beckles won the Goodyear City Council Member position.
-David introduced the new Youth Commissioner Mackenzie McEldowney, and she is a junior at Canyon View High School and has been involved with the Youth Commission since her freshman year.
