FALL/WINTER SPECIAL EVENT PREVIEW (FESTIVAL/EVENT COORDINATORS NATALIE REINEN & KRISTEN FIGUEROA)
Coordinators Reinen & Figueroa will give a preview of the upcoming Fall/Winter Special Events.
Coordinator Reinen previewed the upcoming fall and winter events.
-6th Annual Goodyear Rocks on 10/19, from 5pm-8pm, at the Goodyear Recreation Campus, with live music, food trucks, giveaways, and live art.
-Fall Festival on 10/26, from 5pm-9pm, at the Goodyear Ballpark, with trick or treating, movie screening, and inflatables.
-Chalk Art in the Park on 11/03, from 9am-2pm, at the Goodyear Recreation Campus, with food trucks, t-shirt station, and prizes. All levels of artists are invited.
-Veterans Day Tribute on 11/11, from 5pm-8pm, at the Goodyear Civic Square, with food trucks, crafts, giveaways, patriotic murals, and a concert.
-Pop-up Holiday Market on 11/23, from 5pm-9pm, at the Goodyear Civic Square, with food trucks, live musical performances, local artisans, and community vendors.
-Holidays on the Square on 12/6, 12/13, 12/20, from 5pm-8pm, at the Goodyear Civic Square, with merry melodies, Rockin around the Xmas tree, Elf extravaganza.
-The Rinq on 12/6-12/31 on Friday-Sunday, from 5pm-9pm, at the Goodyear Civic Square, free skating for all.
Director Torres noted that last year there were over 100,000 people in attendance at the events. He also noted that from the Master Plan, the highest requested activity from the recreation program offerings was special events.

PARK RULES DISCUSSION (PARK SUPERVISOR JEREMY FIGUEROA)
Park Supervisor Figueroa will discuss park rules updates.
Supervisor Figueroa stated that there have been inquiries with regard to motorized vehicles in the parks. He will be discussing the current rule as it pertains to motorized use in the park.
-Figueroa is seeking feedback and recommendations about if the current rule should be changed in any way.
-Figueroa reviewed the current park rule that states, "Vehicles must be parked in designated areas only, no overnight parking, vehicles may not be driven in the parks."
-Figueroa researched other neighborhood city park rules, and according to the seven city parks, the rules state that motorized use in parks is not allowed.
-The other city parks did specify in their rules that mobility-use equipment is allowed. Although Goodyear park rules do not specify mobility-use equipment is allowed, this is viewed as a universal rule and handicap mobility equipment is allowed.
-Some of the comments and feedback from the commissioners is to consider the liability to the city, risk management; e-bikes go very fast and should have restrictions and speed limits; e-bikes could be suitable for linear parks; identify more specifically what motorized vehicles are.
-Figueroa will gather feedback, get input from the legal team, and come back to the commission with further recommendations to revise this rule.

I-10 SPORTS COMPLEX UPDATES (DEPUTY DIRECTOR DAVID SEID)

-There were between six and eight submissions received that would be reviewed and evaluated.

BULLARD WASH TRAIL EXTENSION UPDATES (DEPUTY DIRECTOR DAVID SEID)
Deputy Director Seid will provide updates on the Bullard Wash Trail extension.

-The city has a Notice of Intent to award design to Kimley Horn Consultants. There will be a two-week period before Kimley Horn is officially awarded.
-The project is scheduled for design this Fiscal Year (FY25).
-The solicitation for a construction manager at risk (CMAR) has closed, and is currently in the process of evaluating and scoring solicitations.
-Notice of intent to award construction will be December 15, 2024.

-Informed that Commissioner Beckles position would be vacated, she was promoted and voted in as a Council Member. December 11th will be her last meeting.
-Informed that Commissioner Wilson will term out in January 2025, which will create a vacancy. December 11th will be his last meeting.
-Alternate Commissioner Murphy is eligible to fill a commissioner vacancy.

Commissioner Wilson shared that the Goodyear Recreation Campus offers a Fantasy Fitness program as part of the Silver Sneakers. He recommended the work-out program and stated that there is currently a high participation rate.
Commissioner Beckles stated that she attended the Hispanic Heritage program and commended the program. She stated the performers were great, and the program was a success.
