CALL TO ORDER
Mayor Pizzillo called the Regular Meeting to order at 5:52 p.m.

PREVIEW OF THE NEW GOODYEAR311 REQUEST FOR SERVICE SYSTEM
Jenna Goad, Strategic Planning and Organizational Performance Manager, presented an overview of the new Goodyear311 system, which will launch on June 17. She explained that the platform replaces the city's current Report A Problem system and offers improved access and integration for non-emergency service requests.

MOTION BY Councilmember Trey Terry, SECONDED BY Vice Mayor Wally Campbell to APPROVE the appointments to the Judicial Advisory Committee as recommended by the Council Subcommittee on City Boards, Commissions and Committees. The motion carried as follows:

Jeff Redman, Goodyear resident, expressed concerns about road infrastructure, new apartment buildings, and inquired about follow up from a previous request.

5.
AUTHORIZATION OF THE EXPENDITURE OF FUNDS FOR SAFE STREETS AND ROADS FOR ALL (SS4A) ROAD SAFETY ACTION PLAN PROJECT
 
RECOMMENDATION
Authorize the expenditure of funds up to $780,000 for the SS4A Road Safety Action Plan project. (Steve Scinto, City Engineer/Director of Engineering)

INTERGOVERNMENTAL AGREEMENT (IGA) WITH MARICOPA COUNTY FOR SARIVAL AVENUE INTERSECTION IMPROVEMENTS AT LOWER BUCKEYE ROAD AND MAGNOLIA STREET
 
RECOMMENDATION
ADOPT RESOLUTION NO. 2025-2472 APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH MARICOPA COUNTY FOR OPERATIONS AND MAINTENANCE OF THE INTERSECTIONS AT SARIVAL AVENUE AND LOWER BUCKEYE ROAD AND SARIVAL AVENUE AND MAGNOLIA STREET, PROVIDING AUTHORIZATION, DIRECTION, AND AN EFFECTIVE DATE. APPROVAL OF THE PURCHASE AGREEMENT WITH THE STATE OF ARIZONA RELATED TO THE EXTENSION OF STATE ROUTE LOOP 303
 
RECOMMENDATION
ADOPT RESOLUTION NO. 2025-2474 APPROVING PURCHASE AGREEMENT WITH THE STATE OF ARIZONA RELATED TO THE EXTENSION OF STATE ROUTE LOOP 303, AUTHORIZING STAFF TO MAKE CHANGES, IMPOSING CONDITIONS FOR THE EXECUTION OF THE PURCHASE AGREEMENT AND AUTHORIZING EXECUTION OF DOCUMENTS. (Kimberly Romero, Real Estate Supervisor)
In response to a Council inquiry, Kini Knudson, Deputy City Manager, explained that an official timeline has been set by the state for the State Route Loop 303 construction, but it is anticipated to begin later this year.
 
PUBLIC HEARINGS

PUBLIC HEARING ON PROPOSED PROPERTY TAX LEVY FOR FY2026 (TRUTH-IN-TAXATION HEARING) AND ON PROPOSED FINAL BUDGET ADOPTION FOR FY2026 AND APPROVAL OF TRUTH IN TAXATION INCREASE BY ROLL CALL VOTE
Mayor Pizzillo opened the public hearing at 6:08 p.m.

Ryan Bittle, Finance Manager, provided an overview of the budget process, recapped the various touchpoints with Council leading up to tonight’s hearing, and highlighted the requirements for a public hearing, special meeting, and roll-call vote related to the Truth in Taxation increase. He noted that the final budget remained unchanged from the tentative budget adopted on May 19, 2025, and that the Truth in Taxation amount was set at $303,271.

David Sousa, Goodyear resident, inquired whether the proposed tax would support the development of access roads for local schools. Kini Knudson, Deputy City Manager, explained that road projects are coordinated with developers and, if not funded by them, are paid for through other city resources—not the proposed property tax.

There being no other speakers, Mayor Pizzillo closed the public hearing at 6:18 p.m.

Council requested clarification on the Truth in Taxation process.  

In response, Mr. Bittle confirmed the combined property tax rate remains unchanged. He went on clarify that per state statute, when the amount levied by the city increases, the Truth in Taxation process must be followed despite the combined rate remaining unchanged and despite most of a typical Goodyear resident’s property tax bill going to entities other than the city. He further explained the effect on the average homeowner, and its alignment with city financial policies.

Council thanked staff for their efforts on the budget process.
 

MOTION BY Councilmember Trey Terry, SECONDED BY Councilmember Brannon Hampton to APPROVE the Truth in Taxation increase of $303,271 for FY2026. The motion carried by a VOICE ROLL CALL vote as follows:

11.
COMPREHENSIVE SIGN PACKAGE FOR ESTRELLA FALLS AND GSQ
Jimmy Carreon, Assistant Planner, presented a request to approve a new Comprehensive Sign Package (CSP) for approximately 330 acres north of McDowell Road between PebbleCreek Parkway and Bullard Avenue. Mr. Carreon stated that the new plan consolidates the existing Estrella Falls and GSQ CSPs into a unified document to resolve inconsistencies. He mentioned the existing areas will retain their respective standards, while the GSQ Regional Center will adopt updated design elements to align with the GSQ theme and include revisions to two previously approved pylon signs to support a cohesive look across the area.

Charlie Gibson, submitted a speaker card in support but did not speak on this item. 

Council inquired about the digital sign hours and maintenance responsibilities. Mr. Carreon explained that the proposed changes did not affect current hours, and he would follow up with the exact details. He also clarified that maintenance for the pylons is the responsibility of the tenants.

In response to Council inquiry regarding digital signs, Katie Wilken, Development Services Director, confirmed that the zoning ordinance allows for digital components and noted that the signs are privately managed. 

Council expressed support for the updated design.
 

MOTION BY Councilmember Laura Kaino, SECONDED BY Councilmember Benita Beckles to APPROVE the Estrella Falls and GSQ Comprehensive Sign Package, dated April 2025, subject to stipulations. The motion carried as follows:
