Mayor Pizzillo called the Regular Meeting to order at 5:05 p.m.

[This item was heard after Item 2 under Communications.]

Mayor Pizzillo recognized Officer Dakota Berry. Council expressed their gratitude and appreciation for his life-saving actions in response to an incident that occurred in May 25, 2025.
 
2.
PROCLAMATION RECOGNIZING JUNE 23RD AS WESTMARC DAY
[This item was heard first under Communications.]

Mayor Pizzillo presented a proclamation to WestMARC, recognizing June 23rd as WestMARC Day. 
 
PUBLIC COMMENTS/APPEARANCES FROM THE FLOOR
Jamie Aldama and Cricket Barrientos, representing Sounds of Autism, spoke regarding underage vaping and increasing the age to purchase vape products from 18 to 21.

APPROVAL OF NEW SERIES 12 (RESTAURANT) LIQUOR LICENSE FOR LIFE TIME FITNESS
 
RECOMMENDATION
Recommend approval of Application No. 347023 to the Arizona Department of Liquor Licenses and Control (DLLC) for a New Series 12 (Restaurant) liquor license for Life Time Fitness located at 14540 W. McDowell Rd., Goodyear, AZ 85395. (Jasmine Pernicano, City Clerk)

ORDINANCE UPDATING THE TERMS FOR JUDICIAL ADVISORY COMMITTEE MEMBERS
 
RECOMMENDATION
ADOPT ORDINANCE NO. 2025-1633 AMENDING GOODYEAR CITY CODE ARTICLE 3-16-3 JUDICIAL ADVISORY COMMITTEE MEMBERSHIP AND TERM. (Jasmine Pernicano, City Clerk)
 
6.
APPROVE BUDGET AMENDMENTS & RELATED EXPENDITURE AUTHORITY
 
RECOMMENDATION
Approve budget amendments and related expenditure authority. (Ryan Bittle, Finance Manager)
In response to Council inquiry, Ryan Bittle, Finance Manager, explained that the state’s budget process is not expected to impact state-shared revenue.
 
7.
PRIMARY AND SECONDARY PROPERTY TAX LEVIES FOR FY2026
 
RECOMMENDATION
ADOPT ORDINANCE NO. 2025-1634 LEVYING UPON THE ASSESSED VALUATION OF THE PROPERTY WITHIN THE CITY OF GOODYEAR, SUBJECT TO PRIMARY AND SECONDARY TAXATION A CERTAIN SUM UPON EACH ONE HUNDRED DOLLARS ($100.00) OF VALUATION SUFFICIENT TO RAISE THE AMOUNTS ESTIMATED TO BE REQUIRED IN THE ANNUAL BUDGET FOR THE PURPOSE OF PAYING FOR VARIOUS EXPENSES; TO RAISE THE AMOUNT ESTIMATED TO BE RECEIVED FROM OTHER SOURCES OF REVENUES; PROVIDING FUNDS FOR VARIOUS BOND REDEMPTIONS, FOR THE PURPOSE OF PAYING PRINCIPAL AND INTEREST UPON BONDED INDEBTEDNESS; ALL FOR FISCAL YEAR ENDING THE 30TH DAY OF JUNE, 2026. In response to Council inquiry, Ryan Bittle, Finance Manager, confirmed that the property tax rate is not increasing. 
 
8.
INTERGOVERNMENTAL AGREEMENT (IGA) WITH DEPARTMENT OF PUBLIC SAFETY (DPS) TO PARTICIPATE IN THE VEHICLE THEFT TASK FORCE
 
RECOMMENDATION
Authorize the City Manager or her designee to execute the IGA with DPS to allow the Goodyear Police Department to participate in the vehicle theft task force. (Brian Issitt, Chief of Police)
 
 
9.
RETROACTIVE APPROVAL OF GRANT APPLICATIONS WITH MARICOPA ASSOCIATION OF GOVERNMENTS (MAG) FOR ARTERIAL WIDENING, REHABILITATION, AND RECONSTRUCTION PROGRAM FUNDS
 
RECOMMENDATION
1. ADOPT RESOLUTION NO. 2025-2476 RATIFYING THE CONDITIONAL APPROVAL AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR ARTERIAL WIDENING PROGRAM (AWP) FUNDS TO THE MARICOPA ASSOCIATION OF GOVERNMENTS.

 2. ADOPT RESOLUTION NO. 2025-2477 RATIFYING THE CONDITIONAL APPROVAL AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR ARTERIAL REHABILITATION AND RECONSTRUCTION PROGRAM (ARRP) FUNDS TO THE MARICOPA ASSOCIATION OF GOVERNMENTS. (Steve Scinto, Director of Engineering; Sumeet Mohan, Director of Public Works)
 
10.
APPROVE THE MASTER TRANSIT SERVICES AGREEMENT BETWEEN THE CITY OF GOODYEAR AND THE REGIONAL PUBLIC TRANSPORTATION AUTHORITY (RPTA) FOR FISCAL YEAR (FY) 2026
 
RECOMMENDATION
Approve the Master Transit Services Agreement between the city of Goodyear and the RPTA and providing authorization and direction to take actions and execute documents necessary to carry out the intent of the Agreement for FY2026. (Christine McMurdy, Project Management Coordinator)

GOODYEAR PUBLIC TRANSPORTATION AGENCY SAFETY PLAN 
 
RECOMMENDATION
ADOPT RESOLUTION NO. 2025-2478 APPROVING THE 2025 PUBLIC TRANSPORTATION AGENCY SAFETY PLAN (PTASP) FOR THE CITY OF GOODYEAR; AUTHORIZING THE CITY MANAGER TO SUBMIT THE 2025 CITY OF GOODYEAR PTASP TO THE FEDERAL TRANSIT ADMINISTRATION (FTA); AND PROVIDING AN EFFECTIVE DATE. (Christine McMurdy, Project Management Coordinator)

AMENDMENT TO THE FY2026 - FY2027 MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE CITY OF GOODYEAR AND UNITED GOODYEAR FIREFIGHTERS LOCAL 4005
 
RECOMMENDATION
ADOPT RESOLUTION NO. 2025-2479 APPROVING AMENDMENT NO. 1 TO THE JULY 1, 2025 – JUNE 30, 2027 MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF GOODYEAR AND THE UNITED GOODYEAR FIREFIGHTERS LOCAL 4005. (Lyman Locket, Human Resources Director)

REZONE APPROXIMATELY 25 ACRES, KNOWN AS PEBBLECREEK MARKETPLACE, FROM PLANNED AREA DEVELOPMENT (PAD) TO PEBBLECREEK MARKETPLACE 2ND AMENDED PLANNED AREA DEVELOPMENT
Mayor Pizzillo opened the public hearing at 5:31 p.m.

Christian Williams, Planning Manager, gave a presentation regarding the rezoning and comprehensive sign package for PebbleCreek Marketplace. Mr. Williams explained that the property is currently zoned Planned Area Development (PAD) as established in the PebbleCreek Marketplace Final PAD, approved by the City in 2014. He noted that the request is to remove the PebbleCreek Marketplace Comprehensive Sign Package (CSP) from the PAD document, allowing the CSP to be considered independently in accordance with Article 7 Sign Regulations of the Goodyear Zoning Ordinance. This change would eliminate the need for a PAD Amendment for any future modifications to the CSP, as it would become a standalone document. Mr. Williams clarified that the existing signage is not being altered, but an additional monument sign will be installed along McDowell Road.

There being no public comments, Mayor Pizzillo closed the public hearing at 5:39 p.m.

Council discussed the item and, in response to an inquiry, Mr. Williams confirmed that the design presented is the final version, noting that the City does not regulate tenant listings. Council expressed support for the overall design.

The motion carried as follows:

15.
FIRST AMENDMENT TO THE COMPREHENSIVE SIGN PACKAGE (CSP) FOR CANYON TRAILS TOWNE CENTER
Christian Williams, Planning Manager, presented a request to approve the 1st Amended Canyon Trails Towne Center Comprehensive Sign Package (CSP), which governs the 91-acre area within the Canyon Trails PAD. He explained that the original CSP allowed three multi-tenant monument signs within the Cotton Lane right-of-way until ADOT needed the land for the Loop 303 extension. Mr. Williams stated that with construction beginning in late 2025, the applicant is requesting a CSP amendment to relocate the signs onto private property east of Cotton Lane. He noted that no other changes to the signs, such as size, height, or design, are being proposed. All remaining regulations and signage standards in the CSP will continue to apply as originally approved.

Council expressed support and discussed incorporating “City of Goodyear” branding into future signage.

16.
SECOND AMENDMENT TO THE COMPREHENSIVE SIGN PACKAGE (CSP) FOR AIRPORT GATEWAY AT GOODYEAR
Christian Williams, Planning Manager, presented the item, noting the signage revisions apply only to the large retail user with gas station and align with Ordinance No. 2024-1595. Mr. Williams explained that up to two pylon signs are allowed in the northwestern 72 acres, with one eligible to be a freeway pylon sign for a commercial use over 50,000 square feet. He added that the changes maintain CSP integrity while providing flexibility.

17.
RESOLUTION AMENDING "POLICY 600 ATTENDANCE AND LEAVE"
Lyman Locket, Human Resources Director, presented updates to "Policy 600 Attendance and Leave" and noted that the revisions support compliance with the recently approved Memorandum of Understanding (MOU) and Internal Revenue Service (IRS) guidelines for 401(a) deferred compensation plans.

Council expressed support for the updates.

INFORMATION ITEMS
Council spoke regarding the city's Juneteenth event and thanked the planning committee for their efforts in a successful event. Council also asked for follow-up on a policy and the public comments made from the Sounds of Autism representatives.

City Manager Wynette Reed reported a 12.5% increase in attendance for the Juneteenth event, and noted Governor Hobbs had a positive experience.
