CALL TO ORDER
Mayor Pizzillo called the Regular Meeting to order at 5:57 p.m.

1.
RECOGNITION OF COUNTRY GRIDDLE RESTAURANT AS THE RECIPIENT OF THE “MOM-AND-POP BUSINESS OF THE YEAR” AWARD
Mayor Pizzillo presented a plaque to Country Griddle, recognizing them as the "Mom-And-Pop Business of the Year". 
 
PUBLIC COMMENTS/APPEARANCES FROM THE FLOOR
Delshae Williams, owner of Stepping-Stones LLC, along with Karen Padron, Dane Acci, Janet Fraser, and Gregory Smalls, spoke about the program’s housing model for homeless veterans and how it has impacted their lives.

APPROVAL OF NEW SERIES 10 (BEER AND WINE STORE) LIQUOR LICENSE FOR TRADER JOE'S #289
 
RECOMMENDATION
Recommend approval of Application No. 348612 to the Arizona Department of Liquor Licenses and Control (DLLC) for a new Series 10 (Beer and Wine Store) liquor license for Trader Joe's #289 located at 14770 W. McDowell Rd., Goodyear, AZ 85395. (Jasmine Pernicano, City Clerk)

APPROVAL OF NEW SERIES 12 (RESTAURANT) LIQUOR LICENSE FOR AZULEJO COCINA MEXICANA
 
RECOMMENDATION
Recommend approval of Application No. 348268 to the Arizona Department of Liquor Licenses and Control (DLLC) for a new Series 12 (Restaurant) liquor license for Azulejo Cocina Mexicana located at 2700 N. Litchfield Rd., Goodyear, AZ 85338. (Jasmine Pernicano, City Clerk)

RECOMMEND A NO RECOMMENDATION OF NEW SERIES 10 (BEER AND WINE) LIQUOR LICENSE FOR GOODYEAR FOOD STORE
 
RECOMMENDATION
Recommend a No Recommendation of Application No. 350768 to the Arizona Department of Liquor Licenses and Control for a new Series 10 (Beer and Wine Store) for Goodyear Food Store located at 13310 W. Van Buren St. Goodyear, AZ 85338. (Jasmine Pernicano, City Clerk)

APPROVE BUDGET AMENDMENTS & RELATED EXPENDITURE AUTHORITY

Approve budget amendments and related expenditure authority (Ryan Bittle, Finance Manager)
 
7.
INTERGOVERNMENTAL AGREEMENT (IGA) WITH AGUA FRIA UNION HIGH SCHOOL DISTRICT FOR JOINT USE OF FACILITIES
 
RECOMMENDATION
Approve the IGA for the Joint Use of Agua Fria Union High School District No. 216 Facilities and city of Goodyear Recreation Facilities and providing authorization and direction to take actions and execute documents necessary to carry out the intent of the agreement. (Deanna Ortiz, Recreation Superintendent)

DECLARING CITY PROPERTY AS RIGHT-OF-WAY FOR 159TH AVENUE AND UTILITY AND ACCESS EASEMENT
 
RECOMMENDATION
ADOPT RESOLUTION NO. 2025-2481 DECLARlNG PUBLIC RIGHT-OF-WAY FOR 159TH AVENUE AND RESERVING A UTILITY AND ACCESS EASEMENT. (Colton Blyle, Real Estate Specialist)

9.
ANNEXATION OF SOUTH PERRYVILLE ROAD ADJACENT TO LA PRIVADA PARCEL 5
Mayor Pizzillo opened the public hearing at 6:14 p.m.

Katie Wilken, Development Services Director, introduced the item and turned it over to Kyle Abbott, Senior Planner, to present.

Mr. Abbott presented a request regarding the annexation of two separate lots adjacent to one another, which together are approximately 0.978 acres of property, generally located along South Perryville Road adjacent to what is currently La Privada Parcel 5. He stated that the annexation will establish city jurisdiction over the La Privada subdivision and the adjacent portion of South Perryville Road, creating the right-of-way needed for planned half-street improvements. Mr. Abbott also mentioned that the next step in the annexation process is to hold a second public hearing for Council consideration.

There being no speakers, Mayor Pizzillo closed the public hearing at 6:20 p.m.

BUSINESS
 
10.
FY2025-2026 COMMUNITY FUNDING RECOMMENDATIONS
Christina Panaitescu, Community Partnerships Program Manager, presented the community funding program, and reviewed the application and review process conducted by the City Council Subcommittee. She explained that the Subcommittee recommended awarding the full funding amount of $214,400 to the various non-profit organizations.

Council expressed support for the Community Funding Program and the services provided by the applicant organizations.

In response to Council’s inquiry, Ms. Panaitescu clarified that the I-HELP program will continue to receive support, and noted that all funded organizations are subject to a review at the end of the year to ensure compliance with reporting requirements and program outcomes.
 

MOTION BY Councilmember Brannon Hampton, SECONDED BY Councilmember Benita Beckles to APPROVE the recommended allocations for FY2025-2026 Community Funding. The motion carried as follows:

11.
ADOPTION OF RESOLUTION APPROVING AN INTERGOVERNMENTAL AGREEMENT (IGA) BETWEEN ARIZONA BOARD OF REGENTS FOR AND ON BEHALF OF ARIZONA STATE UNIVERSITY
Darah Mann, Deputy Director of Economic Development, provided an update on the InnovationHub evaluation and announced a new one-year, $75,000 partnership with Arizona State University. She explained the intergovernmental agreement (IGA) will support expanded programming, including mentorship, entrepreneurial outreach, youth-focused events, and the creation of an online platform to enhance access and engagement.

Council expressed support for the program.

INFORMATION ITEMS

Council requested follow-up regarding the public comments related to the Stepping Stones.

Wynette Reed, City Manager, reported a successful Fourth of July event with 10,000 attendees and a drone show, and expressed gratitude to staff.

Future meetings are tentatively scheduled as follows:
August 25, 2025 Council Meeting 5:00 p.m.

There being no further business to discuss, Mayor Pizzillo adjourned the Regular Meeting at 6:36 p.m.
