Immediately following the Work Session that began at 5:00 p.m.
 
CALL TO ORDER
Mayor Pizzillo called the Regular Meeting to order at 6:05 p.m.

Jackie Brandt, Goodyear resident, expressed concerns with construction lighting from the nearby QT.

APPROVAL OF SERIES 12 (RESTAURANT) LIQUOR LICENSE FOR LIFE CAFE
 
RECOMMENDATION
Recommend approval of Application No. 354646 to the Arizona Department of Liquor Licenses and Control (DLLC) for a Series 12 (Restaurant) liquor license for Life Cafe located at 14540 W. McDowell Rd., Goodyear, AZ 85395. (Jasmine Pernicano, City Clerk)

APPROVE BUDGET AMENDMENTS & RELATED EXPENDITURE AUTHORITY
 
RECOMMENDATION
Approve budget amendments, related expenditure authority, and the administrative award authority for expenditures exceeding $500,000. (Ryan Bittle, Finance Manager)
 
4.
ORDINANCE ADOPTING THE 2025 ENGINEERING DESIGN STANDARDS AND POLICIES MANUAL
 
RECOMMENDATION
ADOPT ORDINANCE NO. 2025-1638 ADOPTING “CITY OF GOODYEAR ENGINEERING DESIGN STANDARDS AND POLICIES MANUAL 2025 EDITION”; REPEALING ORDINANCE NO. 17-1359. (Marty Crossland, Deputy Director of Development Engineering)

RESOLUTION APPROVING ANTI-HUMAN TRAFFICKING GRANT APPLICATION AND BUDGET AMENDMENTS
 
RECOMMENDATION
ADOPT RESOLUTION NO. 2025-2488 RATIFYING THE CONDITIONAL APPROVAL AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR FY 2026 ARIZONA DEPARTMENT OF PUBLIC SAFETY ANTI-HUMAN TRAFFICKING GRANT. (Brian lssitt, Police Chief)
 
INFORMATION ITEMS

Council expressed concerns about traffic near 173rd Avenue and Goodyear High School, construction impacts on Yuma and McDowell Roads affecting business access and timing, and roadway conditions at the I-10 Bullard exit. A follow-up was also requested regarding bicycle safety on Goodyear roadways.
 
FUTURE MEETINGS
Future meetings are tentatively scheduled as follows:
September 15, 2025 Council Meeting 5:00 p.m.

A VOTE MAY BE HELD TO CALL AN EXECUTIVE SESSION FOR THE FOLLOWING:

Pursuant to A.R.S. § 38-431.03(A)(3) & (4): For legal advice and consultation and to consider its position and to provide instruction/direction to City Attorney and City Manager regarding city's position in connection with contracts that are the subject of negotiations associated with the GSQ project.

Pursuant to A.R.S. § 38-431.03(A)(3) & (4): For legal advice and consultation and to consider its position and to provide instruction/direction to City Attorney and City Manager regarding city's position in connection with contracts that are the subject of negotiations associated with economic development opportunities.

Pursuant to A.R.S. § 38-431.03(A)(3) & (4): Consultation with the City's Attorney for legal advice and in order to consider its position and instruct its attorneys regarding the public body’s position regarding pending or contemplated litigation or in settlement discussions in order to avoid or resolve litigation related to the Forsite v. City of Goodyear matter.

Council moved into Executive Session at 6:16 p.m.
 
ADJOURNMENT OF EXECUTIVE SESSION
Mayor Pizzillo adjourned the Executive Session at 6:50 p.m.
 
RECONVENE REGULAR MEETING
Mayor Pizzillo reconvened the Regular Meeting at 6:50 p.m.
 
ADJOURNMENT
There being no further business to discuss, Mayor Pizzillo adjourned the Regular Meeting at 6:51 p.m.
