CALL TO ORDER
Mayor Pizzillo called the Regular Meeting to order at 5:00 p.m.

Jasmine Pernicano, City Clerk, noted for the record a typographical error in the Council Action Report indicating that Robert Coberly should read Walter Coley.
 

MOTION BY Vice Mayor Wally Campbell, SECONDED BY Councilmember Trey Terry to APPROVE the appointments to the Council Compensation Committee and appointments to the Citizen Water Advisory Committee as recommended by the Council Subcommittee on City Boards, Commissions and Committees. The motion carried as follows:

APPROVE BUDGET AMENDMENTS & RELATED EXPENDITURE AUTHORITY
 
RECOMMENDATION
Approve budget amendments, related expenditure authority, and the administrative award authority for expenditures exceeding $500,000. (Ryan Bittle, Finance Manager)
 
5.
INTERGOVERNMENTAL AGREEMENT (IGA) WITH BUCKEYE UNION HIGH SCHOOL DISTRICT NO. 201 FOR SCHOOL RESOURCE OFFICER (SRO) SERVICES
 
RECOMMENDATION
Approve the IGA with Buckeye Union School District No. 201 for SRO services at Estrella Foothills High School and authorize the Mayor or designee to execute the documents necessary to allow the Goodyear Police Department to participate in the SRO program. (Brian Issitt, Chief of Police)
 
6.
APPROVAL OF SETTLEMENT AGREEMENT WITH FORESITE DESIGN AND CONSTRUCTION, INC.
 
RECOMMENDATION
Approve the Settlement Agreement with ForeSite Design and Construction, Inc., and authorize the City Manager to execute the documents necessary to complete all remaining actions to resolve the current litigation in ForeSite Design and Construction, Inc. v. City of Goodyear. (Roric Massey, City Attorney)

EMPLOYMENT AGREEMENT FOR PRESIDING MUNICIPAL JUDGE
 
RECOMMENDATION
Approve Employment Agreement for Presiding Municipal Judge. (Lyman Locket, Human Resources Director)

USE PERMIT FOR A CONVENIENCE USE DRIVE-THROUGH EAST OF THE NORTHEAST CORNER OF WEST INDIAN SCHOOL ROAD AND NORTH SARIVAL AVENUE, WITHIN PALM VALLEY PHASE V
Mayor Pizzillo opened the public hearing at 5:08 p.m.

Christian Williams, Planning Manager, presented a request for a use permit for a convenience use drive-through on a 1.86-acre parcel located east of the northeast corner of West Indian School Road and North Sarival Avenue. Mr. Williams reviewed the entitlement background for the property proposal, which includes approximately 10,000 square feet. He discussed access to the site, compatibility with the PebbleCreek Plaza, and conformance with zoning requirements, outlined the public participation process, and summarized resident concerns.

There being no speakers, Mayor Pizzillo closed the public hearing at 5:20 p.m.

Council inquired about the approved landscaping plan and design along the southern portion of the overall commercial corner. Mr. Williams explained that the improvements would be completed in alignment with the 2003 original zoning approval. He also clarified that access from West Indian School Road would be restricted to right-in and right-out movements only, and full street improvements along North Sarival Avenue and West Indian School Road were already completed.

 Council expressed appreciation for the detailed stipulations.

Madison Leake, with Burch & Cracchiolo, P.A., spoke on behalf of the applicant and clarified for Council the potential users of the zoning on the parcel, as well as possible tenants for the proposed commercial buildings.
 
 

MOTION BY Vice Mayor Wally Campbell, SECONDED BY Councilmember Trey Terry to APPROVE the Use Permit request for a convenience use drive-through on a 1.86-acre parcel located east of the northeast corner of West Indian School Road and North Sarival Avenue, subject to Conditions of Approval. The motion carried as follows:

INFORMATION ITEMS
Council reported on various events that took place in the city. No action was taken. Council also requested general updates regarding construction and infrastructure efforts in the Estrella Mountain area, as well as information related to lighting and noise concerns. Council further discussed community topics, including consideration of a potential street name change for the newest local high school.

Rachel Garcia, Deputy City Manager, provided an update on the Make A Difference Day event that brought together over 250 volunteers, as well as Goodyear's Fall Festival, which attracted over 7,700 attendees, a 17% increase from last year.

Future meetings are tentatively scheduled as follows:
November 3, 2025 Council Meeting 5:00 p.m.
 
ADJOURNMENT
There being no further business to discuss, Mayor Pizzillo adjourned the Regular Meeting at 5:36 p.m.
