CALL TO ORDER
Mayor Pizzillo called the Regular Meeting to order at 5:30 p.m.

MOTION BY Vice Mayor Wally Campbell, SECONDED BY Councilmember Laura Kaino to APPROVE the appointments to the Council Compensation Committee and appointments to the Arts & Culture Commission and Planning & Zoning Commission as recommended by the Council Subcommittee on City Boards, Commissions and Committees. The motion carried as follows:

Gene Bachelder, spoke regarding dedicating a humble month out of the year citing various sources. 

Steven Gerard Sidlovsky, spoke regarding consideration of future action related to preborn personhood.

APPROVAL OF SERIES 12 (RESTAURANT) LIQUOR LICENSE FOR FIRST WATCH #1183
 
RECOMMENDATION
Recommend approval of Application No. 360824 to the Arizona Department of Liquor Licenses and Control (DLLC) for a Series 12 (Restaurant) liquor license for First Watch #1183 located at 1670 N. Bullard Ave., Goodyear, AZ 85395. (Jasmine Pernicano, City Clerk)

APPROVE BUDGET AMENDMENTS & RELATED EXPENDITURE AUTHORITY
 
RECOMMENDATION
Approve budget amendments, related expenditure authority, and the administrative award authority for expenditures exceeding $500,000. (Ryan Bittle, Finance Manager)
 
5.
RESOLUTION ADOPTING THE 2025 GOODYEAR EMERGENCY OPERATIONS PLAN
 
RECOMMENDATION
ADOPT RESOLUTION NO. 2025-2492 TO APPROVE THE IMPLEMENTATION OF THE 2025 REVISION OF THE GOODYEAR EMERGENCY OPERATIONS PLAN (EOP), REPLACING RESOLUTION NO. 16-1750, AND AUTHORIZING THE MAYOR TO SIGN THE LETTER OF APPROVAL AND IMPLEMENTATION ORDERING THE EXECUTION OF THE EOP. (Brian Woodard, Emergency Manager)

ADOPT AMENDMENT TO GOODYEAR CITY CODE CHAPTER 13, TRAFFIC, SECTION 13-1, ADMINISTRATION
 
RECOMMENDATION
ADOPT ORDINANCE NO. 2025-1641 AMENDING GOODYEAR CITY CODE, CHAPTER 13 TRAFFIC, ARTICLE 13, ADMINISTRATION, BY ADDING SECTION 13-1-4 RELATED TO POWERS OF UNARMED POLICE ASSISTANTS AND TRAFFIC INVESTIGATORS. (Brian Issitt, Chief of Police)
In response to a Council inquiry, Brian Issitt, Chief of Police, explained the purpose of the Ordinance, noting that Police Assistants would support Police Officers by handling duties such as non-injury traffic investigations and issuing parking violations, as currently outlined in their job descriptions.

Jennifer Barber, Goodyear resident, stated she did not have objections to this item but expressed concern for the placement of this item on the consent agenda and further expressed concerns regarding transparency for law enforcement changes and discussed news articles regarding the same as well as recent public records requests. A point of order was called, and Sarah Chilton, Deputy City Attorney, clarified that comments must pertain to the agenda item under consideration.

Ms. Barber asked whether the proposed change would result in an increase in citations and additional workload for the courts. At the Mayor’s request, Chief Issitt responded that no increase is anticipated, as the Ordinance clarifies authority rather than expanding enforcement.
 
PUBLIC HEARINGS
 
7.
ANNEXATION NEAR THE NORTHEAST CORNER OF WEST YUMA ROAD AND SOUTH PERRYVILLE ROAD
Mayor Pizzillo opened the public hearing at 5:53 p.m.

Justin Gabrielson, Senior Planner, presented a request regarding the annexation of approximately 31.4 acres of property, generally located 660-feet east of the northeast corner of West Yuma Road and South Perryville Road. He stated that the annexation would result in the property being zoned Agriculture Urban (AU) under the city, consistent with the county’s existing zoning designation. Mr. Gabrielson also mentioned that the next step in the annexation process is to hold a second public hearing for Council consideration.

There being no speakers, Mayor Pizzillo closed the public hearing at 5:56 p.m.

In response to Council inquiry, Susan E. Demmitt, representing Gammage & Burnham PLC, noted that they did speak to the owner of the adjacent property and explained it could not be included in this annexation request, and confirmed the owner expressed interest in annexing his property.

In response to Council inquiry, Mr. Gabrielson added that if the annexation is approved at a future hearing, the applicant could request a rezone, which would be considered by Council separately.

No action was taken on this item.
 
BUSINESS
 
8.
2025 ANNUAL COMPREHENSIVE FINANCIAL REPORT (ACFR) AND AUDIT RESULTS
Mayette Bailey, Financial Services Manager, presented the Annual Comprehensive Financial Report (ACFR) and the Independent Audit Results. She reviewed the standardized reports and the independent auditors' results, which included an unmodified opinion, or clean audit, no significant deficiencies or material weaknesses and that the city complied in all material respects.

Jill Shaw, Auditor, representing Heinfeld Meech & Co., presented their findings to the City Council in compliance with Arizona Revised Statute §9-481.

In response to Council’s inquiry, Ms. Bailey clarified that the ACFR was posted online ten days prior to the meeting. Additionally, in response to Council inquiry, Ms. Shaw explained that the expenditures shown as exceeding revenues in the report do not indicate a negative impact.

No formal action was required.
 
9.
RESOLUTION ADOPTING PROPOSED USER FEE CHANGES TO THE GOODYEAR MUNICIPAL USER FEE SCHEDULE
Michael Shoemaker, Interim Finance Director, presented proposed modifications to the Goodyear Municipal User Fee Schedule, noting that the schedule previously adopted by Council contained a formatting error and requested approval of the corrected version.

In response to Council inquiry, Katie Wilken, Development Services Director, clarified that residents may pay this fee only if making modifications to their home and pulling a permit, and confirmed that the fees have been collected correctly.
 

MOTION BY Councilmember Benita Beckles, SECONDED BY Councilmember Brannon Hampton to ADOPT RESOLUTION NO. 2025-2493 APPROVING AND ADOPTING MODIFICATIONS TO THE CITY OF GOODYEAR MUNICIPAL USER FEE SCHEDULE ADOPTED BY RESOLUTION NO. 2025-2467 AND PROVIDING FOR AN EFFECTIVE DATE. The motion carried as follows:

INFORMATION ITEMS
Council requested to receive the information submitted during public comment on Item 6. 

Council provided brief updates on recent community activities, recognizing the success of Shop With A Cop, the Home Tour fundraising of $15,000 toy donations from the PebbleCreek community for Fill-A-Need, and a cookie collection for Luke Air Force Base.

Council requested clarification regarding code compliance practices on private property, including enforcement frequency and the applicable code provisions.

City Manager Wynette Reed reported on recent city events, noting strong attendance at Holidays on the Square and the Tree Lighting event, and mentioned the upcoming event scheduled for December 12, 2025.  Brian Issit, Chief of Police, also shared additional details about Shop With A Cop and thanked Council for their support.

Future meetings are tentatively scheduled as follows:
December 15, 2025 Council Meeting 5:00 p.m.
